According to SPIEGEL information, the CDU member of the Bundestag Armin Schuster is to take over the management of the Federal Office for Civil Protection and Disaster Aid (BBK).
"Stuttgarter Zeitung" and "Stuttgarter Nachrichten" had previously reported on the personnel.
The previous head, Christoph Unger, came under pressure after the nationwide warning day.
Among other things, the message from the warning apps Nina and Katwarn arrived on the smartphones a good half hour late.
If it had actually been an emergency, many citizens would not have noticed.
The Federal Ministry of the Interior later described the test alarm as "failed".
Schuster represents the Lörrach-Müllheim constituency of Baden-Württemberg in the Bundestag.
The former federal police officer is chairman of the parliamentary control body responsible for the secret services.
After the dismissal of the then President of the Constitutional Protection, Hans-Georg Maaßen in 2018, Schuster was acted as his successor.
The post then went to the then Vice President of the Federal Office for the Protection of the Constitution, Thomas Haldenwang.
"Not keeping the agreements"
Unger had blamed various control centers for the breakdowns on the warning day.
"You didn't stick to the agreements," he said.
It had been agreed that the Federal Office would operate the apps from Bonn alone.
Instead, around 30 other warning messages were issued at almost the same time.
"The system couldn't cope with that," said Unger.
He had headed the office since it was founded in 2004.
