"Of course - he concedes -, the ideal would be to avoid unnecessary migration and for this purpose the path is to create in the countries of origin the concrete possibility of living and growing with dignity, so that the conditions for one's integral development can be found there. ".

The Pope indicates "some indispensable responses, especially towards those fleeing from serious humanitarian crises".

For example: "increase and simplify the granting of visas; adopt private and community advocacy programs; open humanitarian corridors for the most vulnerable refugees; offer adequate and decent housing; guarantee personal security and access to essential services; '' adequate consular assistance, the right to always have personal identity documents with them, impartial access to justice, the possibility of opening bank accounts and the guarantee of what is necessary for their vital subsistence; giving them freedom of movement and the possibility of working; protect minors and ensure they have regular access to education; provide for temporary custody or reception programs; guarantee religious freedom; promote their social integration; promote family reunification and prepare local communities for integration processes ".

For those who have already arrived some time ago and are inserted into the social fabric, he observes, "it is important to apply the concept of 'citizenship', which 'is based on the equality of rights and duties under the shadow of which all enjoy justice. it is necessary to strive to establish in our societies the concept of full citizenship and to renounce the discriminatory use of the term minorities, which carries with it the seeds of feeling isolated and inferiority; it prepares the ground for hostilities and discord and removes conquests and the religious and civil rights of some citizens by discriminating against them '".

However, "beyond the various indispensable actions, states cannot develop adequate solutions on their own 'since the consequences of each one's choices inevitably fall on the entire international community'".

Therefore, "the answers can only be the result of common work", giving rise to a global legislation (governance) for migration.

In any case, it is necessary to "establish medium and long-term projects that go beyond the emergency response. They should on the one hand effectively help the integration of migrants in the host countries and, at the same time, favor the development of the countries of origin with policies in solidarity, which, however, do not submit aid to strategies and practices that are ideologically foreign or contrary to the cultures of the peoples to which they are addressed ".

"Paradoxically, there are ancestral fears that have not been overcome by technological progress", says Pope Francis in "All Brothers", in the chapter "The shadows of a closed world".

"The temptation to create a culture of walls reappears, to raise walls, walls in the heart, walls in the earth to prevent this encounter with other cultures, with other people. And whoever raises a wall, who builds a wall will end up as a slave inside the walls which he built, without horizons. Because he lacks this otherness ".

Furthermore, "the loneliness, fears and insecurity of so many people, who feel abandoned by the system, mean that a fertile ground is being created for the mafias. These in fact impose themselves by presenting themselves as 'protectors' of the forgotten, often through various types of aid, while pursuing their criminal interests ".
