Coronavirus: Catalonia, Italy, the Netherlands, new round of health screws in Europe

Our neighbors are stepping up strict measures in the face of a spreading epidemic. Most often, as in France, these are bars and restaurants.

While Emmanuel Macron is preparing to tighten the screws this Wednesday, by imposing new health measures intended to contain the resurgence of the coronavirus epidemic, other European countries have also put in place restrictions in recent days.

For some, it is even a new hardening, after the first measures taken in September, at the beginnings of this second epidemic wave.

Most often, bars and restaurants are closed, or more restricted opening hours, but some states, such as the Netherlands, even mention "partial confinement".

In Catalonia, bars and restaurants closed for 15 days

Bars and restaurants will be closed for 15 days in the Spanish region of Catalonia (northeast) from Thursday evening, in order to slow the progression of the Covid-19 epidemic, regional authorities announced on Wednesday.

However, they will be able to deliver their customers to their homes.

"We must limit dinners with friends, weekend outings, meetings with friends or family, who can wait, and will have to wait," said Pere Aragones, interim president of the regional government.

The announcement of this drastic measure comes after the partial closure of Madrid and other restrictions taken in the regions of Andalusia, Navarre or Galicia to combat the increase in contaminations in Spain, where the pandemic has killed more than 33,000 people.

Netherlands adopts partial containment

The Netherlands have, since Wednesday, been subject to "partial confinement" which includes the closure of all bars and restaurants, and the ban on the sale of alcohol after 8 p.m., in an attempt to curb the strong push of the Covid-19 pandemic.

After months of refusing to wear a mask, Prime Minister Mark Rutte has also decided to make it compulsory in all confined spaces for those over 13 years old.

"We are entering partial containment," he said at a televised press conference.

“It's going to hurt, but it's the only solution.

We need to be stricter ”.

In Liverpool, bars closed and three levels of alerts in the United Kingdom

On Monday, the British Prime Minister announced the closure of pubs in Liverpool and his desire to reactivate three field hospitals.

Boris Johnson also unveiled a new alert system at three levels - "medium" (gatherings limited to six people and pubs and restaurants closed at 10 p.m.), "high" (certain private meetings prohibited) and "very high" ( additional measures applied locally and supported if necessary by the army) - supposed to simplify from this Wednesday the current patchwork of restrictions for England.

The other nations are competent to apply their own device.

Strong restrictions in Northern Ireland

Northern Ireland has decreed for four weeks the most restrictive restrictions in the United Kingdom: from Friday, pubs and restaurants will have to close (delivery and take-out remain possible until 11 p.m.), shops will not be able to no longer sell alcohol from 8 p.m., while school holidays are extended to two weeks.

Gatherings of more than 15 people, apart from authorized sporting events, will be prohibited.

The British province of 1.9 million people faces "a very worrying increase in the number of cases and hospitalizations," Northern Irish Prime Minister Arlene Foster told the local Parliament in Stormont.

In Italy, customers seated after 9 p.m.

Italy, where the pandemic has killed 36,000, also announced on Tuesday new restrictive measures.

The decree, signed by Prime Minister Giuseppe Conte for 30 days, prohibits bars and restaurants from serving unseated customers after 9 p.m.

It also bans parties and celebrations outside and in closed places and limits the number of guests at home to six.

Italy recorded 4,619 new cases on Monday, a figure more seen since April but much lower than the rates of contamination observed in Spain or France.

Soon closing times for bars and restaurants in Germany

In Germany, Chancellor Angela Merkel also wants to impose new restrictions, including an extended obligation to wear a mask.

Closing times for bars and restaurants should also be imposed, as understood by a draft agreement negotiated on Wednesday by the Chancellor and the leaders of the 16 German regions, but not immediately.

The authorities have imposed a threshold: when the incidence rate reaches 35 new daily infections per 100,000 people for seven consecutive days,
