It was not easy to grant everyone's requests.

The cinema wanted to get its share of funding, while the French mostly consume series or documentaries on these platforms.

The audiovisual industry wanted to preserve the share of independent production.

The platforms demanded fair treatment with their competitors (Canal +, TF1, M6 ... whose investment obligations are 16%) and that the decree does not create a gas plant.

On this last point, it's failed: the project is a real imbroglio with rates, sub-rates, quotas and sub-quotas,
