In the final text of the dpcm the word mayors disappear due to the anti-nightlife restrictions.

Article 1 of the decree states that "streets or squares in urban centers, where congestion situations can arise, may be closed to the public after 9 pm".

"The law - admits the Minister of Regional Affairs Francesxco Boccia to Rainews24 - has been blunted. Having said that, if there is a district to be closed, the mayors decide it, the mayors know that the State is at their side 24 hours a day, we must return to maximum collaboration ".

"The government does not shift responsibility to mayors", added Boccia

"The government wanted to unload the responsibility for the curfew on the mayors: it is not possible for the mayors to close the squares and the streets of nightlife. The mayors cannot control, so we have demanded that the word mayor disappear from the text of the Dpcm" .

He said

Antonio Decaro, mayor of Bari and President of ANCI

, speaking on Radio Capital.

"We do not like spot ordinances: if there can be no controls, the rule is meaningless. An institutional incorrectness has been committed, we will no longer participate in management meetings because the presence of mayors is useless. Ministers meet with the presidents of the region and decide autonomously. The government decides without taking into account local needs ".

added Decaro. "

"The Prime Minister announced that the Mayors will be able to adopt partial curfews, of streets and squares, from 9 pm. Knowing the institutional sensitivity of the President Conte and the cohesion that must characterize this very difficult period that our Republic is experiencing, I cannot believe that yes both deliberately and from above, without consulting the mayors of Italy on this point, have chosen to unload an impracticable decision on us ".

The

mayor of Naples, Luigi de Magistris

says so

.

"The effect of the words spoken by the Prime Minister in front of millions of Italians and Italians - he adds - will be to leave the mayors with the match in hand once again. The State chooses, therefore, to point the finger to hide what not done, in many parts of the country, to strengthen the territorial network of public health. I feel bitterness, discouragement and disappointment for a State that does not have the sensitivity, the will and the foresight to put its citizens and those at the center represents, with bare hands, on the territory, with few human resources and often without a euro. After 9 months from the outbreak of the pandemic, it is a sign of weakness and lack of lucidity of the state not being able to guarantee control of the territory and dump it on the mayors who often they have neither staff nor money to pay overtime. President Conte - asks de Magistris - correct the shot, make the general who is close to the soldiers fighting on the front line with little

food and a few weapons and who try, every day, to stem the social, economic and labor epidemic and contain the advance of the criminal contagion ".

"The new Dpcm unloads the responsibility of the curfew at 9pm on the mayors, a decision that is perplexing also because, as underlined several times in recent months, there is a problem relating to controls. There are realities in the South without even a traffic policeman".

This was stated in a note by the senator of Italia Viva,

Ernesto Magorno, mayor of Diamante (Cosenza)

.

"How is it possible to guarantee - Magorno wonders - adequate coverage of the territory? The mayors have always shown a spirit of collaboration despite not having been heard by the institutions that now have to change course because we cannot be left alone".

"The mayors have always been at the forefront and will continue to be. We will not back down even in the face of the new responsibilities that the government has decided to unload on us, but all this must be accompanied by adequate economic relief measures for the activities. to which closures and support for municipalities are required ".

Thus

the mayor of Ferrara and vice-president Anci Emilia-Romagna Alan Fabbri (Lega)

commenting on the contents of the new Dpcm.

On the aid and support front, he adds, "from the government we would have expected, immediately, a detailed framework of resources, actions and interventions to help categories and activities on which, also this Dpcm, will have a strong negative impact. it was not, at the moment there are only sterile promises ".

"As a municipality we have tried to do our part - underlines Fabbri - and we will continue to do so. I am thinking, for example, of the 1.7 million euro grant for small businesses damaged by the lockdown".

The mayor adds that the work of 'Ferrara reborn' continues, a project put in place for the restart.
