Emergency visit: the paid package of 18 euros validated by the Assembly

This device, which will be applied when you are not hospitalized, will replace the co-payment on September 1, 2021. Explanation


The National Assembly voted on the night of Thursday to Friday the principle of a new "package" of 18 euros for patients going to the emergency room without then being hospitalized, despite strong reservations from the left.

We take stock of this measure, which is supposed to simplify procedures, relieve emergencies and also remedy unpaid debts.

What is going to change concretely

From September 1, 2021 -and no longer January 1, 2021-, when you go to an emergency department, without needing to be hospitalized, a flat-rate bill of 18 euros will be issued at the time of your exit.

It will be sent to your complementary health insurance and must be covered if you have a "responsible" contract.

If you cannot provide proof of additional health coverage, the invoice will be delivered to you personally.

This package replaces the user fee billed today each time you go to the emergency room and the amount of which varies with the services received.

To make it clear, for another year, the health insurance covers 80% of the costs relating to care.

20% therefore remain the responsibility of the insured, who must pay a very variable bill depending on the medical procedures performed (radiology, ultrasound, MRI, etc.)

Why this price of 18 euros?

On average, the ministry calculated, this co-payment owed by the patient and billed sometimes several weeks after treatment, amounts to 19 euros in the public and 20 euros in the private sector.

But it can be much higher for certain patients, underlined the general rapporteur Thomas Mesnier (LREM), evoking with this reform a “stake of simplification”.

The new package has thus been set at 18 euros for all.

Knowing that 95% of French people have complementary health insurance, this package will be largely covered.

"This is a measure that does not bring anything," said Minister of Health Olivier Véran.

The interest is not financial but to mobilize staff at the hospital to do something other than billing ”.

Why is this new device criticized?

According to the government, this measure should make it possible to unclog emergencies by hoping that patients respect the course of care more by going through town medicine rather than going to the emergency room as soon as a small ailment appears.

City medicine still has to meet needs, but that's another issue ...

But it is on another point that the reserves are concentrated.

François Ruffin, deputy for France Insoumise, for example said his "concern that (this package) contributes to being an obstacle to care" for some people without means.

A criticism shared by France asso santé (FAS), which brings together more than fifty patient associations.

A "reduced package" of 8 euros is in fact provided for patients hitherto exempt from co-payments, such as pregnant women and the 12 million French people with long-term illnesses (ALD).

Beneficiaries of Solidarity Supplementary Health or State Medical Aid (for undocumented migrants) will be exempt.

MEPs on Thursday added to the device an exemption for pregnant women from the 6th month of pregnancy and for newborns for 30 days.
