The

Prime Minister Giuseppe Conte

has signed in the night

the new Cabinet Decree with anti-Covid restrictive measures, including the closure at 18 of all restaurants, bars and ice cream parlors

.

THE CONTE PRESS CONFERENCE

"

The latest epidemiological data we have analyzed cannot leave us indifferent.

The analysis indicates a rapid growth with the consequence that the stress on the national health system has reached worrying levels", said Prime Minister Giuseppe Conte at a press conference from Palazzo Chigi.

"We must do everything possible to protect health and the economy.

Hence the need for more restrictive measures, which will come into effect this evening until November 24".

"The closure of theaters, concert halls and cinemas was a particularly difficult decision, among others,"

said the premier.

"The goal is clear,

we want to keep the epidemiological curve under control because only in this way will we be able to manage the pandemic without being overwhelmed by it

. But this means offering an efficient response and adequate treatment to all citizens and avoiding generalized lockdown, the country can no longer afford it. ".

"

We have not introduced a curfew, it is not a word we love but we recommend that you move only for reasons of work, health, study and necessity. And not to receive people who are not from the family unit at home"

"Italy is a great country, we proved it last spring, we did it in the first phase and we will do it even now", explained Conte, underlining that

the measures taken now serve to avoid closing everything for Christmas.

.

"In this way we will be able to face December and the Christmas holidays with greater serenity".

"The refreshments will arrive directly on the current account of the interested parties by bank transfer from the Revenue Agency"

"This government, despite the variety of sensitivities and positions, has a very clear objective and these measures outline a clear picture - explained Conte -: we do not want to directly penalize the productive and economic fabric but at the same time if we do not tighten those measures we could hardly to deal with it in November.

We are confident that in November we will suffer a little but then we will return to breathe

".

"New grants will arrive

. There will be a tax credit for commercial rentals for the months of October and November. The second IMU installment due by December 16 will be canceled."

"The data we are examining say that the pandemic is running uniformly and critically throughout Italy.

Hence the government's intervention to redefine the framework of restrictive measures. And in the coming days we will be able to leave the regions to agree with us more measures. restrictive ".

"With this framework of measures, we are confident that we will be able to face the month of December more extensively. We would like to arrive at Christmas with a calm disposition", explained the Prime Minister.

If the measures are enough?

"I hope so, but it is certainly not that at Christmas, even if the first doses of vaccines arrive, we will all be able to hug each other and have parties and parties. But the important thing is to arrive calmly", he adds.

"There may have been mistakes,

you can always do better but there have been no underestimations

. We have worked on all fronts. When you face a war it is not as if you have not done enough to win. The Italians themselves probably they are more frustrated than in the first wave. But if we are a strong country we will prove it even now, the math is done in the end and we will make it this time too ", said Conte.

"The virus runs a lot and therefore we must be ready and flexible to intervene. But we cannot blame the government for being distracted and lowering the attention threshold: I remember that before the summer everyone, including the public opinion, thought they had the pandemic passed while the government asked for an extension of the state of emergency, it said we could not let our guard down and continued to buy masks and respirators ".

"

A new one-off monthly allowance will be offered for seasonal tourism, entertainment, intermittent sports jobs

", the premier then announced.

Confirmation of the redundancy fund, additional monthly emergency income and support measures for the agri-food chain that will be affected by the closure of the restaurants

.

These are some of the

refreshment interventions

announced by Prime Minister Giuseppe Conte at a press conference at Palazzo Chigi.

The redundancy fund is also confirmed, a new one-off monthly allowance for seasonal tourism is offered, intermittent entertainment and work in the world of sport, an additional monthly payment of emergency income and measures to support the agri-food chain ".

"Compensation is already ready for all those who will be penalized are ready", explained Conte in a press conference from Palazzo Chigi assuming "the commitment on behalf of the entire government".

For the work done on the decree, the premier thanked the ministers "and in particular Minister Gualtieri and Minister Patuanelli".

The

prime

minister then confirmed that

the first anti-covid vaccines should arrive in December and will be administered to the most fragile categories and those most exposed, such as healthcare professionals

.

"The European Commission has stipulated contracts that already provide for the first doses of vaccines in December, if these commitments are confirmed we will be able to intervene immediately to distribute the vaccines to the most fragile categories and to health workers who are exposed to danger", said the premier in Press conference.

"The closure of theaters and cinemas is a pain - so on Twitter the Minister of Cultural Heritage and Tourism,

Dario Franceschini

-. But today the absolute priority is to protect the life and health of all, with every possible measure. We will work to ensure the closure is as short as possible and how and more than the past months we will support businesses and cultural workers ".

"Together with the more stringent and uniform measures that will come with the Dpcm - the Deputy Minister of Economy

Laura Castelli

announces on Fb

THE TEXT

THIS IS WHAT THE NEW DPCM PROVIDES

Dpcm confirms closing of restaurants at 6 pm, open on Sunday - Closing

of restaurants, bars, ice cream parlors and pastry shops at 6 pm on weekdays and Sundays.

Stop to cinemas, theaters, casinos, betting rooms - Stop to gyms, swimming pools, spas and spas.

Holidays after weddings are also suspended.

These are some of the main measures of the new restrictive Dpcm signed by Conte in the night after the last meeting with the heads of delegation.

The government therefore confirms the closing times of restaurants and bars by "canceling" the Sunday closing from the latest draft.

Dad will be able to reach 100%

- Distance learning in high school will be

able to reach 100%

, according to the new Dpcm in force from tomorrow.

Yesterday the governors had explicitly asked the government to provide for the right to totally take lessons from a distance.

Now the ball passes into the hands of the school autonomies, it will be the principals who decide Dad's share: pupils with disabilities and Bes, or special educational needs, must be safeguarded from this figure.

Dpcm recommends not to move but skip specific Municipality

 - The final version of the Dpcm "strongly recommends" not to move, by public or private means of transport, except for work, study, health reasons, for situations of necessity, to carry out activities or use unsuspended services ".

Compared to the last draft, however, the specification is missing according to which it was recommended not to move "from the municipality of residence, domicile or home".

The point, during yesterday's meetings, had been among the most discussed also because the hypothesis of a ban on travel between the Regions circulated in the government.

Prohibition that, in the text signed by Conte, it is not introduced.

Skip ban on public and private competitions - Public and private competitions

can still be held.

In the text of the Dpcm signed by Prime Minister Giuseppe Conte, the prohibition on carrying out it envisaged in the draft is in fact skipped.

In fact, letter z of article 1 of the text circulated yesterday states that "public and private insolvency procedures and those for qualification to the profession are suspended ... with the exception of those for health and civil protection personnel ... subject to ongoing procedures ".
