Through decree 883/2020 published this morning in the Official Gazette, the National Government
legalized the self-cultivation of cannabis for medicinal use
and access to oils, creams and other derivatives of the plant in authorized pharmacies.
"In order to provide a balanced response between the right of access to health and health security, this regulation establishes a specific registry for users who grow Cannabis for medicinal, therapeutic and / or palliative purposes, as well as it also promotes the
creation of a network of
associated
public and private laboratories
that guarantee the control of the derivatives produced ", states the regulation, signed at the bottom by President Alberto Fernández, Chief of Cabinet Santiago Cafiero and ministers Ginés González García, Roberto Carlos Salvarezza and Eugenio Basterra.
Furthermore, the decree states "that there are international experiences that indicate that, within a framework of safety and quality, together with medical support,
the potential damages
that the use of Cannabis from an uncontrolled market can produce
are
reduced
" .
"To advance in production projects, it is imperative to encourage research on the subject, promote the training of health professionals, weigh the role of doctors in accompanying users of Cannabis and its derivatives with the aim to achieve their
informed and safe use

In another fragment of the text, it is stated that "it is necessary to recognize that the development of research and scientific evidence in the medicinal, therapeutic and / or palliative use of Cannabis and its derivatives is in
full development
in the world, which forces us to continue advances in science to consolidate public policy and the current regulatory framework ".
As reported, the enforcement authority for the
Reprocann
program
(Cannabis Program Registry) will be the Ministry of Health.
Through Reprocann, patients who need to access the cannabis plant and its derivatives through controlled cultivation will be able to register to obtain the corresponding medical authorizations.
"Patients may register to obtain authorization for cultivation for themselves, through a family member, a third person or a civil organization authorized by the Enforcement Authority," clarifies the regulation annex to the law, which also clarifies that those people who do not have health coverage and social work, will have the right to
access
treatment
free
of
charge
.
