There are various solutions on the plate: such as the possibility of carrying out the "third term for special merits" or, among others, maintaining the rule of the "zero" mandate for municipal councilors or "allowing a third consecutive term if one of the two mandates previous years had a duration of less than two years, six months and one day ".
