The government unveiled on Monday new aid to better reconcile disability and parenthood, guarantee prolonged support for hiring and more accessible official communication.
The “interministerial committee for disability” (CIH), organized in Matignon in the morning around Jean Castex and his Secretary of State for Disability Sophie Cluzel, brought together 18 ministers, including Jean-Michel Blanquer (Education), by videoconference. Élisabeth Borne (Work) and Gérald Darmanin (Interior), but also representatives of the associations of people concerned.
This meeting was "the opportunity for each of the ministers to have a stimulus that reminds us of the reality of daily life for all people with disabilities", the Prime Minister told the press at the end. Of the reunion.
The extended disability compensation benefit
This committee also gave rise to the announcement of certain new measures, such as the extension from January 1, 2021 of the disability compensation benefit (PCH) system to cover parenting assistance.
Concretely, the parents concerned will be able to pay a worker, one hour a day, to help them take care of their child.
But they will also now be entitled to the support of certain equipment - such as a height-adjustable changing table - if they use a wheelchair.
Some 17,000 parents with disabilities are concerned, and potentially more since one of the objectives of the reform is to prevent people from giving up becoming parents because of their disability.
Hiring assistance
On the occasion of the 24th European Week for the Employment of People with Disabilities (SEEPH), which began on Monday, it was also announced the extension until June 30 of the hiring aids implemented in the relaunch.
This aid, of 4,000 euros for each disabled person recruited on permanent or fixed-term contracts of more than three months, should allow “30,000 recruitments”, explains Jean Castex.
In terms of employment, "the State must set an example", he stressed, announcing a "development of the recruitment of apprentices with disabilities" and a "facilitation of their integration to offer them prospects. in the civil service for the long term ”.
45 million for housing
Another announcement: the “sanctuary” of 10 million euros to allow all the speeches of the ministers to be subtitled and translated into sign language, in order to be accessible to deaf and hard of hearing people.

Regarding housing, Jean Castex specified that 45 million euros would be deployed between 2021 and 2023 to finance “shared living assistance” (AVP) which will make it possible to “promote inclusive housing” via small housing units in heart of town.
Concretely, it will be an “offer that allows six or seven people to share a shared apartment, with support and individualized help,” explained Sophie Cluzel, praising “the construction of a new living together”.
The Prime Minister has pledged to bring together a new CIH within six months.
