Hydrogeological instability: Costa, a DL for quick interventions

Thus the Minister of the Environment Sergio Costa during a confrontation on Radio Radicale with the mayor of Bitti.

"The problem - he reiterates - is of a bureaucratic-administrative nature: in the case of Bitti, 7 years have passed since the disastrous event of 2013 and the interventions have not yet been made".



What to do then?

"With the Simplification Law - Costa remembers - we have made the in-house company Sogesid available to the Municipalities and Regions, which helps administrations in planning".

With the same law "to the presidents of the Region who are extraordinary commissioners of hydrogeological instability, and who complained of having few powers, we have given extraordinary powers that reduce times by 40%".

The next step will be the decree on the instability that the minister plans to bring to the CDM within the year.



The Undersecretary for the Environment Roberto Morassut also stressed that "there are delays in the procedures that are incompatible with the need to intervene urgently on hydrogeological instability".

Responding in the Environment Commission to a question by Hon.

Alberto Manca (M5s) on the events that hit the municipality of Bitti, the undersecretary said that "Bitti reminds us of a dramatic reality: it is further confirmation of the slowness of an operating system that is too expanded. For this reason we are preparing a decree law acting in three directions ".

And that is, "a clear reduction of administrative procedures to launch interventions, simplification and clarity of responsibilities, strengthening of the technical and operational structures of the Ministry, local authorities and district authorities. The fight against instability - explained Morassut - is not done by discussing an infinite number of organizational models and cannot be a matter of political visibility for this or that party. Instead, it is necessary to make the operating system fast and efficient ".



On the events that hit the municipality of Bitti, Morassut continued, "I asked for a clarification in the ministerial seat in the face of the fact that more than two years have passed since the signing of an agreement between the Commissioner for interventions of the Sardinia Region and the service company Sogesid to get to the publication of the call for tenders for the design of interventions equal to twenty-five million euros financed by the Ministry for the Environment and the Sardinia Region ".
