First legal abortion, then 1000 days
The session will have two parts: first, the project for the voluntary interruption of pregnancy (IVE), that is, legal abortion, will be discussed;
then the project for comprehensive health care and care during pregnancy and early childhood, better known as the 1000 days.
Sergio Massa urged that everything be discussed in a single debate, but in parliamentary work no agreement was reached and both projects will be dealt with separately.
Will it be a marathon session like the last time abortion was discussed?
The idea is that no.
To achieve this, it was decided that there should be an exposition of the informant members (Cecilia Moreau -verde- and Carmen Polledo -celeste-) and that there be a direct pass to the individual speakers
of five minutes each.
Thus, there will be no time for the blocks and neither for the closings, which - they estimate in Deputies - should save at least
4 hours
of debate.
Does that mean it will be fast?
No. The projection indicates that around 170 deputies will speak for and against legal abortion.
The most optimistic calculations indicate that it could be voted at
4 in the morning.
Only then will the debate on the 1000 days project begin, a nod from the government to the sectors that reject abortion, especially the Church.
In that discussion there are, so far, about
50 signed up to speak.
Whatever the result, although the ruling party discovers that legal abortion will have half a sanction, it will undoubtedly be another historic day in Congress, with green and blue mobilizations outside the Palace and fiery speeches inside.

Changes in commission
The discussion will take place after the commission's opinion on Wednesday, which introduced three changes that may be key for the approval of the initiative: two modified articles and one added, which have to do with autonomy according to the age of adolescents and the objection conscience
The special session was scheduled for 11 am and it is estimated that it will last about 20 hours, with which the projects would be put to a vote on Friday morning.
The president of the Chamber of Deputies, Sergio Massa, agreed on Wednesday night with the heads of blocks to shorten the debate that had been calculated in 30 hours so that it does not extend beyond the 20 hours of treatment between the two projects.
According to the agreed scheme, the session will begin with the discussion of the Voluntary Interruption of Pregnancy initiative at 11 o'clock, with the presentations of the informant members:
the official Cecilia Moreau and the macrista Carmen Polledo.
Then the individual speeches will be developed and it is estimated that there will be 170 speakers, at a rate of five minutes each.

After the vote on the project on abortion, the treatment of the "Plan of 1000 days" will be carried out.
It is estimated that it will last four or five hours, reported parliamentary sources.
The debate will take place on the same day that the Government of President Alberto Fernández has been one year old, who sent the projects to the Chamber of Deputies on November 17.
The majority opinion issued on Wednesday by a plenary of commissions establishes that "women and other people with gender identities capable of gestation" have the right to have an abortion until week 14 of the gestational process.
The deputies who promote legal abortion introduced changes, to facilitate its sanction in the Senate, regarding the conscientious objection of private health institutions.
Around this, it is established that those private health centers or social security centers that do not have professionals to carry out the interruption of pregnancy due to conscientious objection must foresee and arrange for referral to a place with similar characteristics, where the intervention.
It was also incorporated that in cases of minors under 16 years of age who decide to have an abortion
, their consent will be required and the provisions of article 26 of the Civil and Commercial Code will be followed,
which indicates that "the minor person exercises their rights through their legal representatives ".
In this way, the "green" sector ensures that they are closer to approving the law in the Senate, since the proposed changes were discussed with representatives of the Upper House, which for now is even, with 36 celestial votes and 34 green.
The remaining two are José Alperovich - on leave for a complaint of sexual abuse - and Lucila Crexell from Neuquén, who abstained from voting in 2018.
The changes could change a vote, say the greens.
The special session will be held from 11 a.m. in person, although the deputies who are part of the risk groups for the coronavirus -by age or illness- will be allowed to do so virtually, while marches are expected in favor and against in the adjacencies of Congress.
The ruling was issued on Wednesday in a plenary session of the General Legislation, Criminal Legislation, Women and Diversities and Social Action and Public Health commissions, which was held in the session hall to allow the social distancing imposed by the coronavirus pandemic.
The text that promotes legal abortion obtained 77 signatures, while the minority opinion gathered 30 and four legislators abstained.
In the National Congress and its surroundings there will be a security operation, which includes the placement of a fence that divides the Plaza Congreso in two.
It began to be deployed in the last hours to order the demonstrations for and against the project that were called for Thursday and Friday.
The fence divides the square to Paraná street, leaving on the Callao avenue side towards Corrientes the space for those who are in favor of the project, identified with the green color, while on the Entre Ríos avenue side towards Belgrano there will be those opponents to the initiative, referenced in the blue color.
