RSA: three months of waiting between registration and the first meeting

This period between the date of entry into the RSA and the start of support was even greater than 120 days in around 30% of departmental or territorial councils last year, specifies the Directorate of Research, Studies, assessment and statistics in this annual study which asks local authorities about the path of recipients of this social minimum.

Then, it still elapsed on average 53 days before the signing of a "

reciprocal contract of engagement

" between the beneficiary and the organization which follows it, it is added.

In 2018, the average wait for a first appointment was 97 days (revised figure) and then 58 days before signing the contract, which shows a very slight decrease in deadlines in 2019.

At the end of 2019, almost all RSA recipients were "

subject to the rights and duties associated with this service

", recalls the statistical service of social ministries.

But the right to support and the obligation to search for work remained theoretical for 18% of those concerned, who had not been "

oriented

" by their departmental council.

Among benefit recipients with less than six months' service, more than one in two (52%) was still not supported in 2019, according to this study.

When the integration path is finally in place, it comes under Pôle Emploi in 41% of cases, the departmental or territorial council in 31% of cases, and other organizations such as municipal social action centers or associations. for the remaining cases.

In 2020, RSA beneficiaries increased sharply due to the social and economic crisis caused by the coronavirus.

At the end of June, 1.99 million households benefited from the RSA, an increase of 6.2% compared to June 2019, according to the latest figures published by the National Family Allowance Fund.

According to estimates, more than two million households could receive the RSA by the end of 2020.
