The Treasury technicians led by Roberto Gualtieri are "modeling" the Recovery and Resilience Plan trying to meet the demands of the parties and tomorrow morning the text will be delivered to Prime Minister Giuseppe Conte.

And, as more or less everyone has requested, resources for healthcare are increasing: it is estimated that they will be up to 18 billion compared to the 9 initially planned.

But, in the background, the Mes node remains.

The fear in the M5S is that in fact a reference to the bailout fund, taboo of the pentastellates, may eventually be inserted even if at the moment the government denies that this is the case.

Social infrastructure, education and culture are the sectors on which the appropriations have grown.

Throughout the Recovery Plan, projects aimed at women, young people and the South have been strengthened across the board. The increase in resources for health care and other projects was made possible thanks to the agreement reached with the Minister for South and territorial cohesion Peppe Provenzano: within the Pnrr, many projects destined for disadvantaged areas will be financed with a part by the European funds for territorial cohesion, which were already foreseen in the trend (therefore they do not increase the deficit) but were not yet still been programmed.

In the document, therefore, not only would the balances have been modified, to meet the observations of the parties, but an entire chapter would have been added to frame the possible interactions of the projects of the Plan with those financed with other community resources and cohesion funds.



And the Mes?

The stalemate, after the glimmers of negotiations in recent days, reaches up to the Colle, where President Sergio Mattarella watches with growing concern. And at the Quirinale an assumption is reiterated: on the one hand there is the opening - even though it is considered risky - to a reshuffle and also to the Conte-ter; on the other hand there is the unwillingness to "governicchi" with aborted or public health majorities. The main road in the event of a crisis, therefore, is not even an institutional government (the name of Marta Cartabia still circulates in the Roman palaces) but that of returning to the polls. Also because we must not forget that the constitutional reform on reducing the number of parliamentarians has come into effect. And it is a line that the Democratic Party, in fact, seems to share. "It is not that we like to vote in full pandemic but we fear that elections are the only possible way because all the other hypotheses for a solution built on the basis of the current equilibrium, even with the necessary adjustments, are not prosecutable", the Deputy Secretary Pd Andrea Orlando reiterating that first of all we need "a legislative pact". Therefore, "no" to an alliance with the sovereign right and firm opposition to a crisis in the dark are the guiding star of the Democratic Party.



At the Nazareno there are meetings, from the meeting of Zingaretti with the political committee to that of Orlando with the regional secretaries. The Dems ask to start from the contents and then verify if there are the conditions for a 'controlled' solution that gives birth to a Count. The theme is that, at the moment, there is no agreement between the allies on how to make the reshuffle. Also because, if the premier did not resign, it would be up to the individual parties to convince the "selected" ministers to leave office. With unpredictable results. And it is from this stalemate, too, that the premier's skepticism for the Count-ter arises. With an armored agreement, a lightning crisis with resignation delivered to the Quirinale and an immediate vote of confidence in the Chambers, this skepticism could also diminish, but the road is uphill. Also because every time Matteo Renzi goes on TV and "bombs" the government, at Palazzo Chigi they are convinced a little more of his unreliability. Even today the leader of IV talks about a "political problem" with the Prime Minister and lists all the issues on which he is unlikely to yield: the Mes, the Recovery, the delegation to the Services, even the citizenship income. "If you don't need our ideas, keep your chairs", is his thrust. And from Iv they let it be known that there have not yet been contacts with Palazzo Chigi. So the Renzians still consider every scenario to be open .. And in IV the note from Cambiamo !, Toti's party, which opens to a "public health executive", does not go unnoticed. Some people think of the law as a signal to Conte, even if the 'totians' deny it. But rumors of work in progress return to circulate, with contacts also from Palazzo Chigi, to form a group of "managers" or "builders" in the Senate. From Iv they confirmed that a couple of Renzian senators would also have been probed and that the two parliamentarians would have forwarded the message to Matteo Renzi. The reaction? "Best wishes and many, many responsible", the leader of IV would have said. And a qualified source of IV comments: "If this is the case, it means that Conte wants the showdown, he counts it in Parliament".
