Corona rules: schools, daycare centers, contacts - what now applies in the 16 federal states

The federal states continue to restrict public life in order to reduce the number of infections. Where does the 15 kilometer restriction apply? And where do children count as contact persons? The overview.

The government's wish is clear: fewer meetings, fewer trips - the federal and state governments agreed this week to further tighten the corona rules.

The biggest innovations include stricter contact restrictions - and the plan to limit the range of motion to 15 kilometers in areas with particularly high numbers of cases.

The federal states implement the compromises differently; they should generally apply in addition to the already known Corona rules and regulations such as mask and distance or the closure of shops, pubs and theaters.

Many countries only decided on the details shortly before, but they should already apply on the weekend or from Monday.

In some countries decisions are still pending - in others, individual points can soon be revised.

Therefore, the following overview can only be a snapshot.

The exit restrictions that are already in place are generally stricter than the 15-kilometer restriction.

Daycare centers

Daycare centers are closed and should reopen on January 18th at the earliest.

Until then, there will be emergency care for children whose parents cannot take care of them themselves for professional reasons - this also includes activities in the home office.

Anyone studying or wanting to graduate from school this year is also entitled to supervision.

A formal application is not necessary, parents can contact the day care center directly.

Face-to-face classes are suspended until January 17th.

There are only on-site lessons for pupils in final grades, "if this is absolutely necessary for exam preparation".

Emergency care is provided up to 7th grade.

At least for the elementary schools and the final grades, however, “face-to-face teaching should continue if possible from January 18”.

The new ban on contact, which is to apply from January 11th, also applies to children who were previously exempt from the restrictions: "Private get-togethers are only permitted with members of the own household and with a maximum of one other person not living in the household." is it [called.

Only emergency daycare centers are permitted until at least the end of January.

The state government has announced distance learning "for all types of schools and all grades" by the end of January.

Emergency care will be set up at all schools.

In order to make up for missed hours, the carnival holidays originally planned for February 15 to 19 are canceled.

From January 25th, grades 4 to 6 will be added, and from February 8th there will be "face-to-face lessons in at least half the size of the study group" for all children and young people.

The stricter contact rules are not applied to children under 14 years of age.

The cabinet followed a proposal by the district council that the restriction of the range of motion to 15 kilometers for people from regions with particularly high numbers of infections should only apply for tourism purposes - and only from the border of the - sometimes very large - districts.

It should be possible to go shopping or visit the doctor in rural areas even further away.

Daycare centers

Childcare facilities remain open, but the Ministry of Education has made an appeal: "All parents are urgently advised to look after their children at home as far as possible." In cities and counties with very high numbers of infections, there are stricter regulations.

The Senate plans to exempt children up to the age of twelve from this rule.

The Senate does not provide for a 15-kilometer restriction in the event of high numbers of infections.

The cities of Bremen and Bremerhaven could, if necessary, opt for it.

Daycare centers

Daycare centers remain open in "restricted regular operations".

However, the city reserves the right to set other rules in individual cases due to the infection.

From a seven-day incidence of more than 200 newly infected people per 100,000 inhabitants, there should be emergency care for all day-care centers throughout Bremen - currently this value is well below 100.

The compulsory attendance in schools is lifted until the end of January.

Nevertheless, pupils in grades 1 to 6 are expressly »enabled and recommended« to take part in face-to-face lessons; grades 7 to 9 are offered distance and face-to-face courses.

For the final classes there are alternating lessons.

No exceptions for children: they count towards the upper limit of your own household plus one.

This corona ordinance came into force in the Hanseatic city as the first federal state on Friday.

Range of motion

So far there is no regulation.

Mayor Peter Tschentscher (SPD) considers a 15-kilometer restriction in the metropolitan region with many commuters to be very difficult to implement.

Daycare centers

Parents are "urgently" called on to look after children at home.

The daycare centers are available to all children who cannot be looked after otherwise - but only with reduced opening times from 8 a.m. to 3 p.m. until January 31.

Under certain conditions - for example for children with special needs or children of parents who work in important infrastructures, care should also be possible during off-peak times.

There are no daycare fees in January.

Compulsory attendance in schools is suspended until the end of January, "as a rule" the children and young people should study at home.

Daycare centers

Day care centers are generally open, but the state government appeals to look after children at home "if possible".

If you want to send your children to daycare in January, you have to register in advance.

Proof of employment in a systemically relevant occupation is not required.

The schools remain open for children up to 6th grade and in special needs schools, even if the compulsory attendance is lifted until the end of January.

The 15-kilometer limitation, which is to apply in particularly affected regions, is interpreted more strictly here than in other countries: In counties with an incidence of more than 200, you should not be more than 15 kilometers away from your home address.

In other countries, the city or even the county border is decisive.

Daycare centers

According to the Ministry of Education, day-care centers are "basically closed", but there is emergency care: In the daycare groups, a maximum of half as many children are allowed to be cared for as in normal operation.

From January 11th, elementary schools will teach distance learning, but will offer emergency care.

From January 18, there will be alternating lessons for primary school children.

Graduating classes learn from Monday in alternating models, all other classes at secondary schools until the end of January in distance lessons.

Exceptions are also possible for single parents.

The radius of movement of 15 kilometers originally agreed by the federal and state governments with high numbers of infections is not reflected in the Rhineland-Palatinate Corona Ordinance.

It is up to the local authority to decide whether to restrict movement if the seven-day incidence rises above 200 in the local area.

Daycare centers

Daycare centers remain open, but the state government appeals to parents not to send their children to daycare centers unless there is an urgent need for care: "Those who can set it up should look after their children at home and thus make a contribution to shutting down public life."

All pupils learn at a distance until January 22nd;

There is emergency care for children up to 7th grade.

It is also open to schoolchildren “who do not have a conducive learning environment at home”.

From January 18, graduating classes can optionally come to school for up to two days per week.

In contrast to the principle adopted by the federal and state governments - one household plus one person - provided for, parents should also be allowed to bring several children to their grandparents.

Several relatives should also be allowed to visit the seriously ill.

Two families should also be able to look after each other's children.

Range of motion

In areas with a seven-day incidence greater than 200, the range of motion should only be restricted for tourist activities such as day trips.

The address of the habitual residence should be decisive.

Daycare centers

The day-care center basically continues.

"At the same time, parents are called upon to organize the care of their children as privately as possible and thus to make a contribution to reducing contact in the lockdown," said the Ministry of Education.

In order to facilitate private care, less strict restrictions apply to meetings in Saarland: the simultaneous care of several children under the age of 14 from two households is allowed.

In January, the state also pays two thirds of the daycare parental contributions.

Compulsory attendance is generally suspended, and emergency care up to 6th grade has been set up.

Counties with an incidence of over 200 have long been prohibited from moving more than 15 kilometers from their home without good reason.

However, according to the "Sächsischer Zeitung", this restriction, which has been in force since mid-December, has not yet been checked.

Daycare centers

Daycare centers only offer emergency care for children whose parents work in systemically relevant professions.

Institutions decide on each individual case independently; in case of doubt, they may also obtain information from the employer.

It is not planned to open all daycare centers until February 8th.
