Finally, the governors will be responsible for applying new restrictions to circulate in the face of the increase in cases of coronavirus and not the national Executive that imposes the measures, as confirmed by the Chief of Staff, Santiago Cafiero.

The decision was announced during a press conference held at the Casa Rosada in which the Undersecretary for Access to Health, Carla Vizzotti, and the Minister of Tourism, Matías Lammens, also participated.

"What we do is define parameters. But it is the governors who must take the measures," said Cafiero.

In reality, the chief minister explained that what is being done is to "base" article 4 of the decree that is still in force, which established the parameters of the social, preventive and mandatory distancing.

In addition, it adds that "in case of detecting situations of risk of spread of the SARS-CoV-2 virus and in order to prevent such spread to protect the public health of the population, the Governors of the Provinces be empowered to dispose of Preventive isolation with respect to people who enter the province from other jurisdictions, prior intervention of the provincial health authority and for a maximum period of FOURTEEN (14) days, with the exception of people who must travel to carry out the activities established in the Article 11 of this decree (essential) ".


Specifically, the national government established

two risk indicators

that governors must take into account to take restrictive measures.

One is the "Ratio", determined by the number of cases in the last 15 days compared to the previous 15 days.

If this coefficient is higher than 1.20 (that is, the cases increase 20% from one fortnight to the next), it will be a risk factor.

The other is the "Incidence", which is when the number of confirmed cases accumulated in the last 14 days per 100 thousand inhabitants, exceeds 150
