In Osnabrück, several residents initially refused to leave their houses and apartments on Monday - and thus delayed the defusing of a world war bomb.
This was announced by the city of Osnabrück and the police after the dud was defused.
"Sometimes there was a lot of discussion," said a city spokesman.
The police also gave several speeches to residents, said a spokeswoman.
It is not known why the individual residents did not want to leave their buildings.
A total of around 4,200 people had to be brought to safety.
The evacuation began in the late afternoon, around 10:15 p.m., the bomb was then allegedly rendered harmless by ordnance clearance.
Corona contact restrictions temporarily lifted
During the evacuation, the applicable corona contact restrictions were temporarily lifted.
"Those affected were allowed to stay with friends and acquaintances for the duration of the eviction," said the city spokesman.
According to the current Corona rules, a household may otherwise only have contact with at most one other person.
However, the city asked to keep distances between friends and relatives as well as possible.
The exception did not apply to the accommodation of infected people and people in quarantine - they presented the more than 190 emergency services with a challenge.
The two groups were housed in short-term isolation rooms in two evacuation centers.
