Reopening of museums, theaters ... what the government is planning

2021-01-22T18:13:52.207Z

The Ministry of Culture and professionals in the sector are working on the conditions for recovery depending on the evolution of the epidemic

No date, but a course, that of the reopening and a roadmap that is emerging.

The world of culture remains in the dark about a possible recovery, but if we don't yet have the when, we'll soon know how.

This is the object of a kind of barometer of the reopening that the Ministry of Culture and the actors in the field have been sketching in consultation since mid-December.

A document that we were able to consult.

Avoid "jerk opening / closing"

“The idea is to give them visibility, a model, a grid with a variator that avoids opening / closing jolts”, explains one, rue de Valois.

The places could thus anticipate and would no longer be suspended from the announcements of the traditional press point on Thursday evening.

This “progressive system for the gradual recovery and reopening of cultural establishments open to the public (ERP)” is in the process of being finalized.

To date, it concerns all places, museums, performance halls, theaters, circuses, etc. Established sector by sector, the document could provide that some, museums or monuments, open before others - as Roselyne has repeatedly suggested. Bachelot, the Minister of Culture

He establishes a graduated scale from 0 to 5 - 0, 1, 2, 3, 4 and 5 - six levels.

The more the situation improves, the more we go up and the more we open.

Each level corresponds to authorized activities as well as a protocol, which varies according to the type of place, in particular the gauges expressed as a percentage of the capacity with a ceiling - for example, 70% within the limit of 250 people.

These data are not stopped, but it is expected that the gauges will evolve according to the stage, upward or downward.

Six alert levels

At the bottom of the scale, the 0 - today - is a “period of closure of cultural establishments” with the maintenance of “only professional activities” (rehearsal, research, residency, recording, etc.).

At stage 1, the places could receive school and extracurricular for a "minimum service of culture for young people".

In terms of gauge, for this audience it is a question of "classes, half-classes or constituted groups".

At stage 2, "reopening with maintenance of a curfew at 6 p.m. national or territorialized", the places can accommodate the public other than school "under conditions".

Stage 3 sees the curfew pass at 8 or 9 p.m.

At stage 4, without a curfew, the notion of "sitting configuration" appears.

Stage 5 allows “all configurations”, so standing concerts too, but always with restrictions.

Some require a stage 6 which would correspond to an opening without constraint or gauge.

"The number of levels is not set in stone, but the architecture is stabilized", continues the ministry.

Health criteria, "clicks", trigger the passage from one level to another.

Which ?

Number of daily cases and patients in intensive care as in December?

They remain to be defined "in consultation with the Ministry of Health", as much in their nature as in their level, we are told at Culture.

“And taking into account the British variant which will increase contamination, it is not excluded that there is a mix of other criteria,” we continue.

Health has a say, Matignon too, who will endorse the device before Culture can finally have its reopening barometer.
