Dr. Michal Cohen-Der retired and finished her job as a Northern District physician • But she was surprisingly selected in a tender for the position from which she retired • Senior member of the health system: "Under the auspices of the Corona, things went wrong"

The senior doctor retired from the Ministry of Health, but returned at the back door and won a temporary tender for the position from which she retired:

Dr. Michal Cohen-Der has served for over two decades as the Northern District Physician at the Ministry of Health, and is considered veteran and esteemed.

She recently reached the age of 71 and retired from the Ministry of Health.

But instead of publishing a tender for the senior position, identical in its ranking to the director of a government hospital, today (Thursday) an internal tender was held at the Ministry of Health for a temporary one-year position for the position, for which none other than the retiring doctor - Dr. Michal Cohen-Dr.

"Under the auspices of the Corona, things have gone wrong," says a senior health official.

A number of sources who spoke with "Israel Today" noted that contrary to what is customary in the civil service and in positions related to the Ministry of Health, the tender was not held as a permanent tender for the position and did not include representatives from the State Physicians Association and the Civil Service Commission.

Two other senior doctors, who work at the health bureaus in the northern region, competed for the position.

But as a source familiar with the details of the tender described it, "it was a stick. A fiction of a tender. Instead of extending the contract with it in the king's way, they went out to such a tender that the other bidders are statisticians in presenting it."

It should be noted that Dr. Cohen-Der is expected to earn a particularly high salary consisting of a pension alongside a salary as a Northern District physician, at a cost of about NIS 120,000.

A senior doctor noted: "Usually a regular tender is opened for a position and not for a vacancy. For some reason they decided to open a tender for the position of MM, which is conducted in a strange and improper manner.

If they wanted Dr. Cohen-Der to continue in office, then the king's way was to extend her tenure. They did a public 'patent trick' here, and I do not know why this is happening. It is not fair to call people to bid in a tender that is intended for the candidate anyway Finishing. "

Another senior public health doctor said: "There are good and talented people who can do this job. It is not clear why they are doing a temporary tender and an ugly combo in order to return to the job a doctor whose time has come to retire."

A district physician of the Ministry of Health is one of the senior positions in the public health services.

The district physician is responsible for epidemiological investigations in his county, for vaccines under the milk drops, and for issues such as geriatrics and sanitation in the county.

The Civil Service Commission stated that "the discussion that took place was not within the tenders committee for the selection of permanent staff, but only an internal committee of the ministry as part of a temporary vacancy procedure until the end of the tender procedures. During this period, the ministry went out to tender in favor of permanent staffing. "

The Ministry of Health responded: "After the extension, Dr. Michal Cohen-Der completed her service as a Northern District physician - a position she did for many years in an excellent and impressive manner, certainly in addition to all the complex occupations in the corona year.

The Northern District is large and complex and deals extensively in the field of corona in all aspects and we did not want a vacuum to be created until a final tender is selected for a permanent candidate to serve as a district physician. Half a year and during this time a tender will be published for the selection of a new and permanent district physician.

This was done in coordination with the relevant bodies in the Civil Service Commission. "
