A bridge was washed away and a power station was damaged, it said.
The entire glacier is moving down the river, which is why lower-lying villages have already been warned and an evacuation initiated.
Two workers of the state power producer were recovered dead, another 150 workers were missing, as the broadcaster CNN News18 reported.
The level in the Rishiganga and Alakananda rivers is rising, said Indian Interior Minister Amit Shah.

Locals feared that workers on a nearby hydropower project would be swept away, as well as villagers looking for firewood or grazing their cattle near the river.
Indian and local civil protection teams, members of the border police and the army were on their way to the affected area.
