Restrictions in Madrid by the covid: confined more than 1.9 million Madrid

29% of the population lives in one of the 72 basic health areas and 29 municipalities of the community closed as of this Monday. The regional government excludes 10 shopping centers from restrictions


The Ministry of Health of the Community of Madrid has extended mobility restrictions this Monday to try to stop the spread of the covid to three basic health areas (ZBS) ―two of Colmenar Viejo and the Pozo del Tío Raimundo in the capital― and three localities ―Camarma de Esteruelas, Villaconejos and Estremera―, from which you cannot enter or leave except for just cause such as work or studies.

Instead, it has built them in one area ―Baviera in the capital― and in six municipalities ―Torrelodones, Cadalso de los Vidrios, Collado Mediano, Villarejo de Salvanés, Velilla de San Antonio and Titulcia―.

In addition, Health has extended for one more week the limitations in 69 basic areas and 25 localities that already had them set the previous week.

In total, there are 72 ZBS and 28 closed urban centers, compared to the 71 ZBS and 30 towns that were so far.

32% of the coronavirus cases in the region are concentrated in closed areas and 1.9 million people from Madrid live there, 29% of the population, who have been confined since Monday.

But there are exceptions.

As it already did in its day with the Ikea in Alcorcón or with the Plaza Norte 2 in Majadahonda, the regional government has excluded 10 shopping centers located in closed areas from the limitations: El Corte Inglés Sanchinarro (Sanchinarro), Sexta Avenida ( Aravaca), El Corte Inglés Serrano (General Oráa), El Corte Inglés Castellana (General Moscardó), Río Norte and Dolce Vita (Alcobendas), Xanadú (Arroyomolinos), Plaza Loranca 2 (Fuenlabrada), Camino Real (San Fernando) and Plaza North 2 (San Sebastián de los Reyes).

The order does not cite them by their names, but establishes, for example, in the case of the former that it is “possible to access the perimeter area delimited to the north by Calle Margarita de Parma, to the west by Calle María de Portugal, at east by María Tudor street and to the south by Leonor de Austria street ”, that is, where the Corte Inglés Sanchinarro is located.

If what is sought when closing is to restrict movements in areas with a high presence of the virus, what sense does it make to allow people from other areas to enter and to a closed place such as shopping centers?

A spokesman for Health explains that “the limitations in the health areas are mainly due to the outbreaks in the homes, where most of the infections occur.

In shopping centers there are limited capacity and the use of a mask is mandatory ”.

However, receiving visitors to homes is prohibited throughout the community, both in restricted areas and in those that are not, while wearing a mask at all times, including in bars and restaurants, is an obligation. ”It is not a problem of the shops, nor of the shopping centers.

In these, compliance with gauges, safety distance and use of a mask are mandatory, ”reiterates Health.

These are, one by one, the measures of the Community of Madrid:

Restrictions by basic health zones

A health ZBS is not a neighborhood or a district, it is a set of streets that belong to the same health center.

- New restricted areas.

From 00.00 on Monday, February 8 until 00.00 on Monday, February 22, mobility is restricted in the ZBS of the Pozo del Tío Raimundo (in the Puente de Vallecas district of Madrid capital) and in Colmenar Viejo Norte and Colmenar Viejo Sur, in Colmenar Viejo, with which the entire municipality is perimeter.

In addition, mobility is limited in Camarma de Esteruelas, Villaconejos and Estremera.

- Zones in which the limitations end.

Due to "its improvement", the limitations have been lifted, also from this Monday, in the ZBS of Baviera (Salamanca district of Madrid capital) and in part of Torrelodones ― its ZBS also includes Hoyo de Manzanares, a town that continues however closed―, as well as in the municipalities of Cadalso de los Vidrios, Collado Mediano, Villarejo de Salvanés, Velilla de San Antonio and Titulcia.

- Areas that were already closed are maintained.

One more week, until 00.00 on Monday, February 15, the area of ​​Barajas (Barajas district), Andrés Mellado (Chamberí), Aravaca (Moncloa-Aravaca), General Moscardó (Tetuán) are closed in the capital;

Sanchinarro, Virgen del Cortijo and Silvano (Hortaleza), Mirasierra (Fuencarral-El Pardo);

Jasmine (Linear City);

Montesa and General Oráa (Salamanca), and Alpes y Rejas (San Blas-Canillejas).

In the rest of the community, all of Alcobendas, San Sebastián de los Reyes, Fuenlabrada, Collado-Villalba, RivasVaciamadrid, Alcalá de Henares, Coslada, Móstoles, San Fernando de Henares and Aranjuez.

In Alcorcón, the areas of La Ribota, Ramón y Cajal, Doctor Laín Entralgo and Doctor Trueta and in Getafe, Getafe Norte and Las Cities.

These towns that do not coincide with a ZBS are also kept perimeter: Cercedilla, Navacerrada, Los Molinos, Colmenar de Oreja, Quijorna, Serranillos del Valle, Fuente el Saz, San Agustín de Guadalix, El Molar, Pedrezuela, La Cabrera, Arroyomolinos, Talamanca del Jarama, Valdeolmos-Alapardo, Becerril de la Sierra, Campo Real, Ciempozuelos, Navalcarnero, Algete, Mejorada del Campo, San Martín de la Vega, Brunete, Griñón, Chinchón, Hoyo de Manzanares and El Boalo-Cerceda-Maltaelpino.

In these areas, the extra measure applies:

-Perimeter closure.

Entrance and exit are prohibited, except for “adequately justified trips” by means of a document (here you can download the receipt to enter or leave for work reasons or to care for the elderly or dependents).

Among the exceptions are going to the doctor, work or educational centers, return to the place of habitual residence, care for the elderly, minors or dependents and attendance at exams or judicial, administrative or banking procedures.

Zones can be crossed and citizens can move within them.

The capacity and hours are the same as in the non-restricted areas.

Measures for the entire Community of Madrid

- Hotels, restaurants and commerce.

Since last Friday, the limit of diners on the terraces has been extended to six, but remains at four inside the premises.

The closing hours follow at least one more week at 9:00 p.m., but from Friday bars and restaurants are allowed to deliver until 00:00.

After 9:00 p.m., only establishments that provide essential and unavoidable services such as pharmacies, medical centers, veterinarians and gas stations can remain open.

But there is another exception: shows: cinemas and theaters can extend the hours until 10 pm "respecting the mobility restrictions from 10 pm".

- Curfew.

It continues to start at 22.00, the maximum allowed by the decree of the state of alarm.

From 10pm to 6am mobility is prohibited, except for just cause such as going to or coming from work.

- Social meetings.

They still cannot receive home visits.

Only cohabiting partners can be in the houses, but there are exceptions for people who live alone, who can be part of a single extended cohabitation unit.

This means that a person living alone can visit / be visited by their parents or siblings or friends who live together.

The reunion of minors with their parents or legal guardians is also allowed, in case of separations or divorces, as well as the reunion of married people or as a couple who live in different addresses.

- Capacity.

In interior places the capacity is 50% and the bar service in bars and restaurants is still suspended.

The exceptions to the general rule of 50% are: 75% occupancy in theaters, cinemas and other cultural facilities, 40% in multipurpose multipurpose rooms (such as the Wizink Center) and 75% in outdoor terraces, commercial establishments and centers non-regulated training.
