Government team dilemma, on Draghi party pressure

2021-02-09T08:22:13.894Z

At 11 we start with the consultations. School, EU, vaccines and work: here is the program [https://www.ansa.it/sito/notizie/politica/2021/02/08/governo-consultazioni-draghi-palazzo-chigi-quirinale-giuramento_fb91440d-0f9f- 4d38-8dcc-cf01f321e3b9.html] (ANSA)

Mario Draghi's consultations resume at 11.

The first interview will be with the

Europeanists-Maie-Democratic Center of the Senate.

Then it will be the turn of LeU, later Italia viva of the Chamber and Italia viva-Psi of the Senate.

In Montecitorio it will then be up to the Brothers of Italy, the Democratic Party, Forza Italia, the Lega, and finally the 5-star Movement.

Meanwhile,

the backbone of the program is there.

And there is a strong pro-European projection, defining the perimeter of the majority.

Saying yes or no to trust in the Draghi government also means - Matteo Salvini is warned - to say yes or no to the "prospect" of greater "integration" of the Union.

The government team that will accompany the former ECB president on this path is still an unknown factor, for the parties of his potential majority: the belief is that it will be technical-political, without the leaders, with ministers chosen by the premier, but in detail, nothing is known and wishes and stakes continue to leak from the parties.

To the small groups met in the second round of consultations,

Mario Draghi leaves not even a clue

.

But the impression - says the expert Bruno Tabacci - is that it can take a few more days to decide: bring the list to the Quirinale between Thursday evening and Friday or even, someone dares, at the beginning of next week.

"President, will we meet in Parliament next time?" Asks one of those consulted, to understand if the vote of confidence in the new government is imminent.

"We'll see", replies the prime minister in charge, without unbalancing one millimeter.

They describe him as kind, welcoming, but also very clear in his work setting: he has some schematic notes in front of him and in a few words illustrates the cornerstones of his program.

"It is clear that he does not dictate conditions on the issues, let alone on the team. Draghi will do it by listening only to Mattarella", said a centrist deputy.

There are those who hypothesize that the prime minister in charge can hear the party leaders after the consultations, before closing the circle.

But in the intersection between ministers and proxies, all the difficulties emerge in keeping together a majority that spaces from Leu (fought internally whether to enter or not) to the League, passing through Pd and M5s.

The positions, therefore

.

The

Five Stars

, who will formalize the choice with a painful vote on Rousseau, are asking for a political government and therefore their ministers: Luigi Di Maio and Stefano Patuanelli, possibly confirmed in Foreign Affairs and Economic Development, would represent two of the great components of the Movement.

The

League

does the same

, where the two souls headed by Matteo Salvini (with the request of the government leader) and Giancarlo Giorgetti are also confronting each other internally.

At the Democratic Party, the aspirations of former ministers and of the currents would clash with Draghi's desire to choose the most suitable profiles, hence the push of some for a 'disarmament' and the indication of area technicians.

The

Nazarene

makes it known that we rely on the decisions that the prime minister in charge will take in agreement with Mattarella, but in the parliamentary groups the names of Dario Franceschini, Lorenzo Guerini and Andrea Orlando are mentioned as possible political ministers.

Matteo Renzi, from Italy alive, would be pushing in the direction of a discontinuity with the previous government.

Party leaders should stay out, but how to keep together the wishes of M5s and Lega for Di Maio and Salvini, the possibility that Speranza will stay healthy, with the difficulties that coexistence in the CDM would entail?

To complicate the situation is that each delegation corresponds to a potentially divisive theme: Draghi would not be willing, for example, to renew the League's 'quota 100' upon expiry.

Hence the dilemma: having political ministers means giving more strength to the executive in Parliament, but on the names the balance is very difficult and it could take longer to summarize.

Key figures will be the undersecretaries to the presidency of the Council: there are those who hypothesize that they may be politicians like Giorgetti and Orlando, representing the parties, but technical profiles such as Daniele Franco of Bankitalia, of the jurist Luisa Torchia or of the lawyer Antonio Catricalà.

Franco still remains the most popular name in the economy, together with Dario Scannapieco of the Bei.

Among the economists we also mention Carlo Cottarelli and Ignazio Angeloni of the ECB supervision.

Luciana Lamorgese would remain at the Viminale, as super partes and guarantee minister.

For health care, Rocco Bellantone, president of the Catholic faculty of medicine and director of Gemelli, is mentioned.

Many, assures those who know Draghi, will be women.

Hence, in the rumors, the names of Marcella Panucci, former Confindustria, of Professor Lucrezia Reichlin, of the director of the Farnesina Elisabetta Belloni and of Marta Cartabia of Justice.
