Ten ministries overdue with payments in 2020

Cgia: Out of 12 departments the worst is the Interior Ministry, serious situation of the Southern PA (ANSA)


In 2020, 10 ministries, out of a total of 12, paid the suppliers late with respect to the provisions of the European Directive, in many cases worsening the score recorded in the previous two years and confirming a trend that relegates our Public Administration between the worst payers in Europe.

This was confirmed by a survey carried out by the Studies Office of the CGIA of Mestre (Venice).


    The most critical situation regarding the Payment Timeliness Indicator (Itp) concerns the Ministry of the Interior, which paid the invoices received with an average delay of over 62 days.

Followed by the Ministry of Defense with over 36, the Mise with almost 28 and the MIT with almost 27. The only departments that have advanced the invoice balance with respect to the deadlines set by law are the Miur (-7.27) and Foreign Affairs ( -20.34).

In Italy, the CGIA points out, the turnover that revolves around the orders of the entire PA amounts to a total of about 140 billion euros per year, and the number of supplier companies is around one million.


    The situation remains very difficult especially in the Southern PA. As an example, the Municipality of Salerno has liquidated its suppliers with 360 average days of delay, that of Naples with 314, Lecce with 85, Avellino with 69, Reggio Calabria with 653, 'Asl Napoli 1 Centro with 53, the Asl di Benevento with 52, the Municipality of L'Aquila with 51, Catania and the Campania Region both with 48 and the Municipality of Palermo with 31. The score of the Municipality of Turin was also very worrying: +145 days the average delay recorded in 2020. 

The most paradoxical aspect of this story - underlines the artisans association - is that it is not known precisely how much the commercial debt of our PA is, although companies that work for the public have been obliged for some years to issue the electronic invoice. .

The platform for supplier invoicing is the SdI (Interchange System) which distributes it to the public body or structure to which it is addressed.

The data is acquired by the Commercial Credits Platform (Pcc) which should record all payments attributable to the commercial transactions of the Public Administration. To intercept all the transactions, "Siope +" has been set up, a system for the electronic detection of collections and payments from public entities.

Although this method began gradually and then became operational in all respects starting from July 2017, the Mef does not yet know the total amount of the commercial debt of all public administrations with their suppliers, most likely because a good some of the public clients, especially the peripheral entities, continue to make payments without passing through the platform and with deadlines well above those set by law.

According to Eurostat data from October, over the last 4 years the trade debts in our country of current account only have been constantly increasing.

According to estimates drawn up at European level, in 2019 the stock would have reached 47.4 billion euros.
