Playing children in Tokyo: a reason to be happy for some, a nuisance for others

A romantic dinner, but the neighborhood kids are romping around in the courtyard.
The elderly couple want to sleep, but an infant is yelling in the apartment next door: These or similar situations may seem familiar to many people, especially if they live in apartment buildings.
A man from Japan now wants to help those looking for peace and quiet - and published a map that points to places in the country where, for example, there are said to be many children making noise.
This was reported by the Guardian and the Times, among others.
According to the Japanese newspaper “Asahi Shimbun”, the card has been around since 2016. It is therefore aimed at people “who want to live in a quiet environment”.
The individual locations - around 6,000 in total - are marked with colorful circles, and the type of disturbance can be read with one click: According to media reports, these range from children who "play loudly with balls" to screaming babies and toddlers to parents who "gossip at the fence for hours".
But not everyone is enthusiastic about the offer - the operator of the site is accused of stirring up intolerance against children and promoting neighborhood disputes.
According to the Guardian, he defends himself against these allegations.
He knows that although some people feel unjustifiably exposed by the card, it is "also a fact that many people are constantly bothered by noise and other problems."
