VIP vaccinated: nobody controls that each dose against the coronavirus is given to whom it belongs

As in so many irregularities that occur in Argentina, the problem is not only the irregularity, but the

When the irregularity is linked to vaccines against the coronavirus, the situation becomes even more sensitive: there are

few vaccines for many people

.

In this context, every day new episodes of “vaccinated VIPs” are known, which come to light through journalistic investigations.

A

nearly two months

of started the vaccination campaign in the country, yet there is

no clear instance of state control to see if the doses available are being applied

to persons in

need of them

, according to

the priorities of the National Plan.

Officials without limit of rank, relatives of officials and now even university students under 30 years of age received vaccines that by protocol

should have corresponded to other people.

 The manual is clear: first, health personnel, second over 70, third over 60, and only fourth, strategic personnel, including teachers. 

But the practice goes in other lanes and the priorities, according to the district, are altered.

The experts consulted agree that

an audit

is necessary 

to be able to know if what is being done is being done well.

To this is added a complication: that

the State controls

when it is the same State that commits the irregularities.

As happened other times in the uneven national history, now there is the idea of ​​the new Minister of Health, Carla Vizzotti, to create

a commission to oversee

this type of situation.

For now it was an announcement, since until this Friday no progress had been made in the start-up.

Minister Vizzotti received the doses of Sinopharm on Thursday night along with Santiago Cafiero and Felipe Solá.

The commission would be integrated by the president of the Health Commission of the Chamber of Deputies, Pablo Yedlin;

the president of the Health Commission of the Senate, Mario Fiad;

the president of the National Immunization Commission, Mirtha Roses;

one member from the Pan American Health Organization and another from Unicef.


Yedlin, a deputy from the Frente de Todos, was consulted by 

Clarín

: “There are several proposals to create a control body.

What must be taken into account, anyway, is that the irregularities that have been known are 

marginal

, which does not mean that they are well, "he said.

Marginal or not, it will surely depend on the glass with which you look at it.

One of the tools that the new Vizzotti management has just created is the

Public Vaccination Monitor

.

There it is possible to follow in real time how many vaccines were applied in Argentina by district and to which risk groups, but these

are only figures

.

The data of vaccinated people is private and can only be accessed by the Ministry of Health.

In the City, the first week of vaccination for people over 80 years of age was completed.

The latest numbers uploaded to the Public Monitor indicate the following: health personnel,

787,366 people

;

people over 60 years old,

92,758

from 18 to 59 years with risk factors,

Strategic personnel are understood to be: security and armed forces, teachers, non-teaching personnel, those responsible for the operation of the State and personnel of the prison service.

It is not known, for example, in which category they entered the university students who attended the Buenos Aires call center.

But all this information is nominalized, on the other hand, in the Argentine Integrated Health Information System (SISA).

That is, there it is feasible to

 with whether a dose of the vaccine corresponded to them at this time, by the risk group to which they belong.

Adolfo Rubinstein, former Minister of Health, told

Clarín 

that “there is no audit of the vaccines that are applied in the country.

The problem is also that the provinces

are not obliged to upload the data

in the Nomivac (the information base on vaccination within the SISA), and to that all the possible unregistered vaccinates are added. "However, he added:" All cases of people vaccinated in an irregular way who met appear registered ”.

In other words,

the State could have noticed it.

Eduardo López, infectologist and member of the expert committee that advises the Government, agreed that

there is no objective control

of who receives each dose.

He assured that good practice in the application of vaccines "

depends on those responsible for vaccination of each of the centers

in which they are applied." And he considered that "doctors cannot be asked to decide whether it is good or bad vaccinate a certain official ”.

In what all those consulted agree is that the irregularities that are emerging could have a trap if, on

what is actually registered,

there was some type of inspection.

In other words, there must be someone responsible for controlling the Nomivac, where the registry is

nominalized

and contains the document number, address, and which risk group each person belongs to, among other data.

Yedlin added that “today it is the provincial ministries that control these things.

There is no external instance of control.

The idea of ​​raking the Nomivac is possible, it would be necessary to generate the necessary software tools to be able to cross data and determine in which cases there are irregularities ”.
