Fisco: Confedilizia, in Italy the houses are the most taxed in Europe

Confedilizia highlights that the only country where, according to OECD data, real estate would be more taxed than Italy is France but this derives, first from the introduction of the impôt de solidarité sur la fortune, (parade from incomes above 4 billion euros ) then replaced with the impôt sur la fortune immobilière, owed by real estate assets of over 1.3 million euros, of «valeur vénale réel». 



According to the OECD, in 2018 Italy collected tax revenues from real estate, compared to GDP, of 2.5 per cent, "significantly higher than that of the average of the Member States of the European Union and second only to France (4.1 %), Luxembourg (3.9 per cent), Belgium (3.5 per cent) and Greece (3 per cent). Spain has the same income as Italy, equal to 2.5 per cent, Germany it has a revenue of only 1.1 per cent and all the other Member States have even lower percentages ".

However, this classification is, in the opinion of Confedilizia, "wrong by default, in the sense of underestimating the level of taxation on real estate in Italy compared to that of some other countries".

What makes the difference for Italy is the "waste tax" (about 10 billion per year) that the tax system does not consider as a property tax while other countries either incorporate it into the local tax or provide for its deductibility from income from the local property tax itself.
