Jean Castex will release a global envelope of 19 billion euros for hospitals and nursing homes.

From Cosne-Cours-sur-Loire, a city which should benefit from around 45 million euros to renovate its dilapidated hospital center but also an Ehpad and build a nursing home, the Prime Minister on Tuesday marked the second stage of the agreements of Ségur signed last July and which resulted in salary increases for caregivers, amounting to 8.5 billion euros.

Modernization, care for the elderly ... this investment plan of 19 billion will be financed in part by the European Union.

It includes both hospital debt recovery (13 billion) and investments for so-called priority projects (2.5 billion), digital transition (2 billion) or nursing homes (1.5 billion).

“Six hundred and fifty million will be given immediately to hospitals to improve their daily lives.

Three hundred and fifty million euros will be allocated to the ARS to improve conditions in nursing homes ”, concretely announced Jean Castex.

Accompanied by the Minister of Health Olivier Véran, to whom he paid tribute in his speech, the Prime Minister wished to give the "top" start of this investment plan.

"This is a step that allows us to regain confidence in the future, this confidence, as we know, has been damaged, it cannot be decreed, it is not enough to say, even if it is essential, all our gratitude to all the women and men who have been fighting for a year.

We must act, make decisions.

My government is not that of fine words, it is that of action, of concrete solutions, ”he assured.

Deconcentration of certain decisions, promises the executive

In total, 3.3 billion euros must be injected in 2021 and 3.2 billion for 2022, according to the Ministry of Health where it is touted "amounts beyond measure" compared to previous plans.

The government also praises its "change of method", by an increased "deconcentration" of the decision for all projects whose amount is less than 150 million euros.

Charge to the ARS to develop before the end of the year "a strategy" and "to select the projects which they consider as priorities and to be the subject of budgetary support", specifies the Ministry of Health.

Likewise, a "scientific council" will be set up, comprising "field professionals", namely "doctors, caregivers, engineers, financiers, directors".

It will be chaired by François-René Pruvot, the president of the medical committee for the establishment of the CHU de Lille and will have to bring "his perspective on the projects".
