Employees of individuals, childminders: the Assembly consolidates their social protection

The precariousness of these professions has worsened in particular with the health crisis, where they have been in great demand.


The National Assembly voted this Thursday a text aimed at better guaranteeing the rights to social protection of more than a million childminders, "

nannies

" or help to the elderly, some elected officials however regretting the absence of more ambitious reform for these trades.

The bill “

aimed at securing the rights to social protection of childminders and employees of private employers

”, carried by LREM deputy Annie Vidal, was adopted at first reading by 65 votes to ten.

This very technical text aims to guarantee the rights to social protection of these often precarious people in a context of bringing together the branch of employees of private employers with that of childminders, currently being negotiated between social partners.

It thus provides for a single circuit for the management of complementary social protection contributions, described by Ms. Vidal as “a

guarantee of simplicity

” for the 3.4 million employers and 1.2 million employees.

There are around 300,000 childminders, who look after children at home, and their profession is subject to approval.

The 900,000 “

employees of private employers

” work in the homes of private individuals for all kinds of family or household tasks (childcare or school support, assistance to a dependent person, small gardening work, etc.) often paid via a simplified device like the CESU.

Essential role during the health crisis

The deputy for Seine-Maritime welcomed "

real progress for these employment-generating sectors, and a strong signal of the recognition that we show them

".

While supporting this reform and raising the support of the social partners in the sector, several speakers deplored that the only five-year legislative text on these professions remains above all technical.

These low-valued and poorly paid professions "

have demonstrated their essential role during the health crisis, in particular with the elderly

", underlined the deputy Valérie Six (UDI).

Childminders in particular were waiting with the Covid-19 crisis "

for recognition that they did not have

," lamented Marc Le Fur (LR).

François Ruffin (LFI) considered the text "

narrow

", seeing it as a sign of a "

contempt

" from the government for these professions, which are more than 90% female.

Christine Cloarec-Le Nabour (LREM) agreed that "

this text does not directly aim to improve working conditions

", but nevertheless constitutes "

a great opportunity to mark our commitment and our support for these sectors of activity

".
