2021-03-19T20:22:35.404Z

From this Friday evening, midnight, 16 French departments will switch to light confinement. Here are the answers to the questions

Containment, act 3. The day after Jean Castex's announcements, part of France switches this Friday at midnight in a third confinement more flexible than the previous two, one year and two days after the implementation of the first placing under a bell national.

The government has innovated to try to "slow down without locking up", as the executive hopes.

Very specific and fairly light rules will prevail and the inhabitants of the departments of Ile-de-France, Hauts-de-France, Alpes-Maritimes, Seine-Maritime and Eure must have them in mind. .

Since the Prime Minister's press conference on Thursday evening, Le Parisien has collected your (many) questions on the subject.

We answer them in this article.

Exits

  • “Does the curfew also apply in confined areas?

    "

Yes, Matignon confirms that the curfew (which will begin at 7 p.m. instead of 6 p.m. from Saturday) will be in effect "throughout the territory".

In other words, in confined territories, the authorized exits will be much more limited in the evening.

  • “Can I go to my usual hypermarket located 20 km from my home to do my shopping?

    "

The decree specifying the modalities of the confinement was being written at the time of this writing.

"The perimeter of travel for shopping has not yet been decided," Matignon tells us.

Remember, however, that from the first confinement, much stricter, the interministerial crisis unit recalled the possibility of making essential purchases instead of their choice.

The government nevertheless called for responsibility, opting for places close to home.

  • "Do I have the right to entertain at home?

    "

The rules do not vary on this point.

The government does not have the means to prohibit the French from receiving guests at their homes.

Likewise, the maximum gauge of six cannot apply either.

But the executive calls on the French to reason.

Groupings inside are among the most at risk.

The executive therefore advises not to gather more than six and to wear the mask inside.

Remember that in the event of a police check for noise at night, for example, the police can issue tickets for non-compliance with confinement and barrier gestures.

Certain clandestine parties have given rise to prosecutions by the organizers for endangering the lives of others.

  • "Can I celebrate my birthday outside with my friends?"

    "

It is possible to meet in the public space, in strict compliance with barrier gestures and within the limit of six people maximum, says Matignon.

On its website, the government is also careful to specify that demonstrations and gatherings, whatever they may be, "will be strictly controlled, or even prohibited if barrier gestures cannot be guaranteed".

  • "Is it possible to move?

    "

Yes, says Matignon.

It was already possible to move from the first confinement.

It will be necessary to remember to bring a

"Proof of the removal company" in the event of recourse to its services.

Or the deed of sale or the new lease if you decide to move on your own.

In this case, only members of your household are supposed to be able to help you.

Removal assistance is not part of the authorized travel exemptions.

  • "Where can I find the new version of the certificate?

It should be put online this Friday, perhaps late at night, on the website of the Ministry of the Interior as well as on the TousAntiCovid application.

It will work on the same principle as those valid during the curfew.

  • "Is a car ride within the limit of 10 km around his home possible?"

Exits are possible without time limit within a radius of 10 km around your home, and it has not been announced that this does not apply to those by car.

  • “Are the places of worship open?

Yes, they remain open "according to the protocols currently in force", indicates the government.

This provides in particular that two seats remain free between each person or each family, as well as one row out of two left free.

  • Will it be possible to play sports?

Outdoor jogging, golf and tennis are possible within a 10 km radius of his home, not a football match between friends in a park.

Apart from the 10 km rule, sport is therefore the same whether you are in a confined area or not.

Travel

  • "I'm in the provinces, can I go back to Paris this weekend?

    "

Yes, because the return home is one of the compelling reasons.

But be careful, this must be done "in accordance with the curfew (before 7 p.m.)".

Otherwise,

if you are on the train, the ticket alone will not be enough and you will also have to complete the exceptional travel certificate.

  • “I am currently on vacation in Brittany.

Could I return to the Paris region later during confinement?

    "

If it is impossible for you to return before, the police could show tolerance, as during the previous confinement.

Matignon recalls the need to return before the start of the curfew.

  • "Coming from an unconfined region, can I go to a confined region?

    "

The ban on interregional travel "applies in one direction as in the other," said Jean-Michel Blanquer Friday morning on RMC and BFMTV.

If this statement is confirmed by decree, this trip is therefore no longer possible, except in the case of "compelling reasons", family or professional.

Contacted, the various ministries were not able to draw up a precise list this Friday at the end of the day.

Matignon simply specifies that "

transits through confined departments are possible, with proof of the place of destination ”.

  • “I work during the week in Rennes and I return at the weekends to meet my wife and my children in the Paris region.

Will I have the right to continue?

    "

A priori, if your main place of residence is Paris, you can continue to make your regular trips between the two cities.

Provided you have a certificate from your employer.

  • “I live in the Eure department in Normandy.

Can I plan a family weekend in another department, not confined, in the same region?

    "

It is forbidden to leave a confined territory, which is the case of the Eure, unless there is a compelling or professional reason.

  • "Is it possible to move from Hauts-de-Seine to Essonne?

    "

These two departments are part of the territories affected by the confinement.

Travel will therefore be limited to a maximum of 10 km.

Beyond that, it will be necessary to have a certificate justifying a compelling reason.

  • "Can I go visit my companion imprisoned at Fleury-Mérogis prison, 45 km from my home?"

    "

Friday evening, this question was "not settled".

However, during the second confinement, it was possible to visit a member of his family who was in detention, by checking his certificate in the “compelling family reason” box.

Visits were not possible during the first confinement.

  • “Can I travel to an EU member country from a confined region?

    "

The rules concerning flights from France to a member country of the European Union do not change with these new measures, confirms the Parisian Ministry of Foreign Affairs.

The starting conditions remain the same.

PCR tests, compelling reasons, we advise you to consult the ministry's page to know everything about the starting conditions.

Events

  • “A friend is planning to get married on March 27 in Le Havre in Seine-Maritime.

    Can the wedding take place?

Weddings can take place during confinement, in compliance with health rules (one in two locations occupied, at the town hall or at the church).

  • “I am from Brest.

Can I go to the Paris region for a baptism?

    "

If you can justify that this is a "compelling reason", yes.

No list of these reasons has been made public, so it all depends on your point of view and especially that of the police or gendarmerie officer who could control you.

On site, baptismal ceremonies follow the same rules as weddings: every other space occupied in the place of worship.

Work, activities

  • "Is the take-out still going?"

    If so, until what time?

    "

Take-out will remain permitted during containment.

It should in all likelihood end at 7:00 p.m., when the curfew comes into effect, as is currently the case.

Only home deliveries should then be allowed.

  • "Can the cleaning ladies go to their place of work?

    "

Yes, because it is a professional activity.

During the second confinement, last fall, the executive had already authorized home services.

This was true for household cleaning, but also for childcare, tutoring and home repairs, work and renovations.

  • “Do the libraries stay open?

    "

Libraries were able to reopen their doors on November 28, provided they comply with a very strict health protocol.

Despite the re-containment, they will be able to remain open “under the same conditions as today,” the Ministry of Culture tells us.

The Paris town hall, in a page updated on Friday, also indicates that these establishments remain open.

  • "Could I go to the hairdresser?"

    "

Hairdressing salons "will be able to remain open" in the reconfigured territories, government spokesman Gabriel Attal said.

They will nevertheless have to respect a sanitary protocol and the details are expected in a decree to come, most certainly in the Official Journal of this Saturday.

During the two national confinements, hairdressers had to remain closed (but they were able to reopen at the end of November, when the rules were lightened).

Discussions were still underway on Friday evening for the beauty institutes.

  • “Is teleworking compulsory?

    "

Teleworking is not compulsory because the government does not have the means to impose it on companies.

The executive, for months, has been trying to convince them to use home work as much as possible.

However, and in order to avoid situations of employee isolation, Jean Castex also invited companies to allow their employees to go to their place of work one day a week.

"We are going to increase controls, we are going to increase the penalties," nevertheless announced Gabriel Attal, but without giving any details.

  • "To go to my workplace more than 10 km from home, I need an employer certificate?

    "

If you are indeed in an area affected by confinement, you will indeed need a certificate from your employer in order to justify in the event of control of your rights.

Do not forget to complete your personal certificate, by hand or via your smartphone.

  • “Do the schools remain open?

    "

Yes, nurseries, schools and colleges remain open as they are today.

The high schools, for their part, go into "half-gauge".

That is to say that only half of the students from each establishment will be able to be present on site.

The PE lessons will resume "normally" and the swimming pools will be able to accommodate students, indicated the Minister of National Education, Jean-Michel Blanquer.

Parents must have their travel certificate to be able to pick up their children from school.

  • “Will the textile and clothing department in the supermarket remain open?

    "

No.

Jean Castex announced that products sold in stores considered to be "non-essential", such as clothing, will not be on sale anywhere, for the sake of consistency.

In other words, the clothing departments of supermarkets will not be accessible.

  • "Will notarial offices work and will notarial acts be possible?"

    "

Arbitrations were still underway this Friday to define the modalities for the implementation of containment.

Notaries should be able to continue to receive from the public.

This was the case during the second confinement.

But also in exemptions planned in the territories which have been confined at the weekend in recent weeks.

It was then necessary to tick the box “trips to go to a legal professional, for an act or a process that cannot be carried out remotely”.

  • "I have to shoot a clip at the end of the month, will I have the right?

    "

Yes.

The information was confirmed to us on Friday by the Ministry of Culture.

The shoots can be maintained.

  • "Will the real estate agencies be open?

    Are apartment visits possible?

    "

The question was not officially decided this Friday evening since a meeting was held at the end of the day.

A priori, real estate agencies will not be able to welcome clients.

But professionals plead for home visits to be authorized with a health protocol, "as was the case during the previous confinement".

According to our information, they won their case and visits will be authorized.

  • “What about driving schools?

    "

The arbitrations were still in progress Friday at the end of the day.
