After Jean Castex's call on Thursday to push telework "to the maximum", the prefects will have to think about actions to strengthen the r

The government is beating the recall.

100% teleworking must remain the rule in business, for all the activities that allow it.

Since January, the employees concerned have been able to return one day a week, if they wish.

But in recent weeks, recourse to this way of working seems to be stagnating.

"In the departments under enhanced surveillance, we ask you to set up an action plan aimed at strengthening the effectiveness of the use of telework", write several ministers in this instruction.

In accordance with this protocol, Jean Castex asked on Thursday the companies and administrations which can push telework "to the maximum" to set it up "at least four days" per week, a goal from which many companies "are still far away. today ”, according to him.

The Prime Minister thus refers to a study by the Institut Pasteur according to which contamination at work represents 29% of identified cases of Covid-19.

“At the beginning of January, Ile-de-France Mobilités told us that we were at 50% of attendance compared to normal, recalls Marc Pélissier, president of the association of transport users in Ile-de-France.

But indeed in recent weeks, we have the feeling that there are a few people coming back on the trains or the subways.

Is it linked to a reduction in teleworking?

It's possible.

On the RER A, particularly at La Défense, we note that teleworking remains very applied.

But it is variable: between the RER B South and the RER B North, you can see the difference.

On the northern section, there is less telework.

"

The president of the Île-de-France region, Valérie Pécresse, also noted Monday that “teleworking is not sufficiently practiced” in the Paris region.

“In the fall, there were only 30% of people in transport;

today, there are 55% ”(compared to previous traffic), she said.

A lower level of teleworking than in November

The prefects are therefore invited to "report" the actions envisaged by March 22.

For the private sector, it could be “more systematic contacts with businesses”, or awareness-raising actions “aimed at the general public, social partners and chambers of commerce”.

Controls will continue, while 55 formal notices have been issued by the labor inspectorate since October.

Public administrations are also called upon to “intensify” teleworking.

The letter emphasizes that the latest data available “show a level of teleworking which remains lower than that of November for employees.

In the civil service, the level has increased but remains insufficient in certain decentralized services ”, indicate the ministers.

Only 13% of full telework

The government is relying in particular on an online survey by Harris Interactive, carried out among 1,160 active workers, which shows that the erosion observed between November and January has been stopped, but without being reversed.

According to this survey, 35% of working people teleworked during the week of March 8 to 14 (against 41% at the beginning of November) even though 58% say that their profession can be carried out by teleworking.

Only 13% did so full time compared to 20% in November.

Among private sector employees who can telecommute, 24% say they have received no encouragement within their company to do so, despite government instructions.

The latter are known by 87% of working people and perceived as “justified” and “clear” by more than 80%.

The perception of telework is deteriorating

The difficulty for the government and the companies is that the survey at the same time reports a deterioration of the indicators on the experience of teleworking.

Thus, 48% of employees (+ 4 points between January and March) feel isolated and 35% are sometimes anxious (+ 4 points too) because of teleworking.
