A man tore off a pigeon's head in a central square in downtown Heidelberg.
The 49-year-old later stated that the bird tampered with his lunch, the police said.
He then caught the animal and beheaded it.
Several witnesses then alerted the police.
The man, who is said to live in the Rhein-Neckar district, was provisionally arrested.
As a result, seven officials had to calm the angry crowd on Heidelberg's Bismarckplatz.
The suspect is now being investigated for violating the Animal Welfare Act.
