The Italians bent by Covid receive
about 32 billion euros
, a third to businesses, over a tenth to local authorities.
Here is the Sostegni decree, the new injection of resources for entrepreneurs, workers and administrators struggling with a health and financial crisis destined to be resolved only with the vaccination campaign, to which almost 3 billion have been allocated.

The old tax
bills
up to 5 thousand euros between 2000 and 2010 are canceled for those who fall within an income ceiling of 30 thousand euros.
Installments and new tax bills suspended until April 30 and an ad hoc amnesty for VAT numbers in difficulty.
VAT NUMBERS AND COMPANIES
- They can access non-repayable contributions, if they have a turnover of up to 10 million and in 2020 average monthly losses of 30% compared to 2019: aid ranges from 1,000 euros for individuals (2,000 for legal entities) to 150 thousand euros.
For businesses, there are 5 revenue bands with differentiated percentages of support, from 60% for the smallest to 20% for the largest.
LARGE COMPANIES
- If in crisis but with recovery prospects, they can draw on subsidized loans to be repaid in 5 years: there is a fund of 200 million at the Mise.
The Social Fund for Employment and Training of the Ministry of Labor is refinanced with 400 million and the wage integration of the CIGS for former Ilva workers is extended for the whole of 2021, allocating 19 million.
EMPLOYMENT
- Freeze on layoffs extended to June, and until October for companies that use the Covid layoffs, valid until 31 December (maximum 28 weeks), for 3.3 billion.
Those with ordinary layoffs can request 13 weeks between April and June for Covid, without additional contribution.
There are 1.5 billion for the exemption of social security contributions due by self-employed and professionals.
Fixed-term contracts can be renewed or extended without reason until December 31st.
CITIZENSHIP INCOME
- It is refinanced for 1 billion.
Three new monthly payments of emergency income to families (1.52 billion).
Until December 31, you don't need to have worked 30 days in the last year to get the Naspi.
One-off from 2,400 euros for seasonal workers, tourism, spas and entertainment who have lost their jobs, and for those of sport it varies from 1,200 to 3,600 euros.
FIGHT AGAINST COVID
- More than 4.5 billion
allocated
: 2.1 billion for the purchase of vaccines, 700 million for drugs, 1.4 billion for the activities of the Commissioner, 345 million for involving as many doctors as possible, 50 million as additional remuneration of the pharmacies, where the serum can be administered.
For Covid Hospitals 51.6 million are expected.
The constraint of the exclusive relationship for public vaccinating nurses falls.
LOCAL BODIES -
Over 3 billion have been allocated: half in the fund for local authorities, 260 million in that for Regions and Autonomous Provinces, 800 million for Tpl, 250 million as relief for the failure to collect the tourist tax, and another billion to reimburse the regions for 2020 health care costs for Covid.
TOURISM
- Support for 1.7 billion, including 700 million for the areas damaged by the closure of ski lifts and 900 million for seasonal workers.
CULTURE
- 400 million euros more on the way: 200 million for entertainment, cinema and audiovisual, 120 million for shows and exhibitions and 80 for the book sector and the publishing industry.
SCHOOL
- There are 150 million for the recovery of skills and sociability during the summer, and another 150 million for more health aspects.
School and administrative staff absent due to vaccine are "justified".
WEDDINGS AND EVENTS
- For the sectors most affected by the crisis (including traders and restaurateurs in the historic centers) there is a fund of 200 million.
There are 200 million more for agricultural, fisheries and aquaculture companies, 100 million for the cancellation of fairs and congresses and 150 for international fairs.
