 Does the ten-year amnesty for tax bills under 5,000 euros risk unleashing 'Vietnam' in Parliament?

This is the question that arises in the aftermath of the council of ministers which, according to the reconstructions, was blocked for a few hours precisely because of the tug-of-war between the two sides of the super-majority that surrounds Mario Draghi, Pd and Leu on the one hand, Lega and Forza Italia on the other.


    Breaking what seemed like a taboo, Draghi called the measures with his technical definition: "amnesty", dismissing the "fiscal peace" which would presuppose a war between two parties on the same level, which it is not;

rather with "amnesty" we are at "forgiveness of debts".



    The amnesty issued by the council of ministers provides for the cancellation of all tax debts, up to 5,000 euros, "including capital, interest for delayed registration in the role and penalties" from 2000 to 31 December 2010. And it applies only to subjects, individuals and businesses, who have received a taxable income of up to 30,000 euros in the tax period in progress as of 31 December 2019. Very little for those who expected the cancellation of the entire "warehouse" of Collections (about 1 billion).

And yet "a slap in the face to those who pay taxes" as the general secretary of Uil Pierpaolo Bombardieri recalls. 5,000 euros, both of the income of the beneficiary, exceeding 30,000 euros.

    On the other hand, all agree on the revision of the collection system, a contributing cause of the accumulation of files over the years, with a "redefinition of the discipline of difficult-to-collect loans".

According to the provisions of the Sostegni Decree, in the next 60 days the Mef will present a report to Parliament that will dictate the "criteria for proceeding with the revision of the control mechanism and write-off of uncollected credits".


    The Sostegni dl also extended, until April 30, the suspension of all tax bills and all executive notices, blocked for a year now, due to the Covid emergency.
