Will the second time be the right one?
After the hiccup of the morning, the government was forced to review its device regulating travel in the 16 departments confined since Saturday morning.
Gone is the two-page certificate, considered too long and complex by many, there are now two separate documents, as proposed on the website of the Ministry of the Interior this Saturday evening: the first will be valid between 7 p.m. and 6 a.m. morning throughout the national territory, the second between 6 am and 7 pm in the only 16 departments subject to confinement.

After press information, it was Jean Castex himself who announced, via a press release, that “the rules relating to travel certificates applicable from this Saturday, March 20 [would] be simplified and lightened”.
A way for him to regain control after a morning of ping-pong between the editorial staff and the Ministry of the Interior, whose explanations were not enough to convince.
The certificates ended up being posted online after 8:30 p.m.

The big change, for the more than 20 million inhabitants of confined areas (a term that Jean Castex does not use in his press release), lies in the fact that during the day, "the obligation to bring a certificate in the event of exit will be deleted in certain situations, ”explains the Prime Minister.
"From this day, for any movement within a radius of 10 kilometers around his home between 6 am and 7 pm, it will no longer be compulsory to produce a certificate and therefore to justify the reason for his trip", specifies t -he.
In the event of an inspection, it will therefore suffice to produce "a simple proof of address", such as an identity document.

The usefulness of the certificate will therefore be limited to trips of more than 10 kilometers (either within the department or for inter-regional trips), which must therefore be justified.
Travel outside this 10-kilometer zone will be authorized in the event of professional obligations, but also within the framework of a medical consultation, for an imperative family reason (assistance of vulnerable persons or childcare, movement of people in a disabled situation), a court summons, a move or in the case of a transit trip to stations and airports.
