Travel certificates: the practical guide to finding your way

Le Parisien gives you the procedure to use the certificates after several modifications during the weekend.


Travel certificates are talking about them again and not for the better.

Already in force for the curfew, they are once again back in the 16 confined departments (those of the Hauts-de-France and Ile-de-France regions, as well as Seine-Maritime, Eure and the Alps -Maritimes).

Complex, long, imprecise, they were adjusted over the weekend.

Who is affected by the certificates?

All French people in mainland France are affected by the certificates.

In all departments, travel restrictions apply at least at one time of the day.

There are actually two types of attestation.

The first concerns the curfew, which has been in force throughout the territory since Saturday on the 7 pm to 6 am time slot.

All French people who want to go out in the evening or at night for a reason appearing on the list of exemptions provided for by the Ministry of the Interior must therefore complete it.

The second certificate only concerns the reconfigured departments.

It should be used between 6 a.m. and 7 p.m.

Where can I find the certificates?

They are available on the website of the Ministry of the Interior at this address.

They are available in PDF, Word and TXT (unformatted text) formats and printable.

They are also available in digital format as well as in the TousAntiCovid application to have them in your smartphone.

At the beginning of the afternoon this Sunday, the digital certificate of the day for the reconfigured departments was not yet available.

It is still possible to write your certificate manually.

In which cases are certificates not necessary?

There are two situations in which the attestation is dispensable.

1. In a department reconfigured since this weekend.

On the certificate, it is specified that within a perimeter of 10 kilometers and for "trips linked either to walking or to the individual physical activity of people", this document is only necessary if one does not has no proof of address on you.

In practice, confirms the Ministry of the Interior, this exemption actually applies to all trips within this 10-kilometer perimeter.

2. In other departments.

Travel is free between 6 a.m. and 7 p.m.

No certificate is required.

What proof of address should I present?

In the event of a control, an identity card with the correct address is sufficient to walk within a radius of 10 kilometers in confined areas.

But having an identity document is not compulsory in France.

It may also happen that the address appearing there is not the address where one lives.

Proof of address can therefore also be presented.

Here is a non-exhaustive list of proof of address provided by the official website of the administration, Service-public: telephone bill (including mobile), electricity or gas, rent receipt or title deed, water bill, tax notice or certificate of non-taxation, proof of housing tax, proof of home insurance bill, statement from the Family Allowance Fund.

In which situations are certificates then necessary?

Throughout the territory, the time of the curfew passed, the certificate allows you to travel for professional reasons, education or training.

It can be used for medical appointments, for a so-called “pressing” family reason (assistance to vulnerable, precarious or child-minded people), for people with disabilities and their companions, for a judicial or administrative summons, a mission of general interest, a transit related to the use of a train, a bus or a plane, and finally to make their needs to the pets.

In reconfigured departments, while awaiting official communication or even clarification of the wording of the certificate, it remains in theory necessary for shopping, to accompany children to school or to extracurricular activities, to go to a place of worship or a cultural establishment such as a library as well as for administrative and legal procedures, whether you are 5 or 20 kilometers from your home.

As for the curfew, this certificate is also used, without limit of mileage, for professional reasons, education and training, health reasons, imperative family reasons, people with disabilities, judicial and administrative summons, transits.
