More resources in the South, new recruitment of qualified young people in the public administration, simplification and acceleration of procedures without which projects risk remaining a dead letter, bringing medicine closer to territories and patients.

These are some of the suggestions that the parliamentary committees have developed by examining the National Recovery and Resilience Plan

.

Detailed indications and proposals, on each mission of the Plan, which will pass in the coming days to the vote of the Chamber of the two Chambers and will then land on the government table, which will be responsible for the final drafting of the document to be presented in Brussels by the end of April.

There is no time to waste, as stressed by Commission President Ursula Von der Lyen, who has returned to urge all countries to work hard on projects to obtain funding quickly. 

The House and the Senate agree on many points and ask to straighten the point where the Plan is most incomplete.

First of all, on the South.

The share of resources in favor of the South, write the EU Budget and Policy Commissions of the Senate, "responds exclusively to a logic of maintaining the status quo", but is not enough to bridge the gap between North and South.

"Considering the objectives of the Next Generation EU, it follows that this percentage must be considered as a minimum quota, absolutely to be increased", reads the report, echoed by that of the Budget Commission of the Chamber: "the Plan does not specify, if not with reference to the allocation of the React-Eu funds, the share of resources destined to that part of the national territory that appears most lacking in services, namely the South. This is a gap that should be filled ". 

On the public administration, the Parliament instead offers an assist to Minister Brunetta, who has returned to promise new hires through a public competition "within 100 days".

The block on turnover, the Commissions explain, has raised the average age of public employees, to the detriment of their digital skills, which are now essential.

The modernization and strengthening of the public administration can only pass through the hiring of personnel "with qualifications of also technical excellence".

And the definitive go-ahead in the Senate of the enabling law on the single allowance for dependent children is awaited

The promise is 200-250 euros per month per child starting from July indicated by Prime Minister Mario Draghi.

The funds available are 20 billion between pre-existing aid funds and new allocations, but they could increase, said the Minister for Equal Opportunities and the Elena Bonetti Family (Italia Viva).

"Italian families must rest assured, they will not lose us", is his commitment.

"The single and universal allowance - explained the minister - is a provision that is part of the Family Act and consists of a quota that will be given to each child, from the seventh month of pregnancy up to 21 years of age, month after month, increased by the third child and in the case of children with disabilities. It is for everyone, and the share will depend on income, so the less wealthy families will receive more, and the richest will only have a basic share ".

Furthermore, a transitional provision announced by the minister will make it possible not to lose the benefit even for families who have tax deductions for children over 21 years of age.
