The Covid decree law expected in the afternoon in the Council of Ministers

is still open: work is still being done on the mechanism that could allow a margin for openings around April 20 for the Regions that have particularly low infection data.

From what is learned from government sources, the law is at the center of a very heated debate between ministers and various hypotheses on the functioning of the mechanism have been made and already removed.

Therefore the final outcome of the work in progress will probably be known only close to the CDM.

There shouldn't be an automatism for the slackening

, which could involve activities such as bars and restaurants that could return to open for lunch.

And the decree should exclude the yellow zone for the whole month

.

But the center-right pushes for a non-random mechanism to revise the measures, which gives substance to the possibility of reopening ("work, sport, life", says the League).

While the ministers of Leu, Pd and M5s would be lined up for a line of maximum prudence, without "deceiving" the citizens with hypotheses that then in practice it would be the data of the contagion itself to dismantle.

"We will see how it ends, we must always go to the CDM", says a "rigorist" minister, not excluding that the norm for openings jumps.

Several sources confirm that the confrontation is still very open between the ministers and no mediation has been found, pending the summary that Prime Minister Draghi will make.

Obligation to get vaccinated not only for doctors in close contact with the sick but for all staff working in health facilities.

And again: armored travel at Easter, with mandatory quarantine on return for all Italians who decide to spend their holidays in another European country, no yellow zones and stop moving between regions, curfew at 10 pm, return to class in the red zone , green light to public competitions, check in mid-April to assess the possible easing of the measures.

The law decree that will come into force from 7 April will be on the table of the CDM in the next few hours.

HEALTH STAFF ALL VACCINATED OR SALARY STOP

: The 'strongest' rule is certainly the one that provides for the obligation of vaccination for all health care personnel.

At first it was considered to have the obligation only for doctors who work in contact with the sick but the hypothesis that is making its way in these hours is to extend the provision to anyone who works in a health facility: doctors, nurses, social and health workers, employees of RSA and private firms.

The decree will also indicate sanctions for those who refuse the vaccine: there will be no dismissal but the suspension of the salary for a time appropriate to the progress of the pandemic. 

When mass immunization is achieved or there is a significant decline in the spread of the virus, the sanction would be lifted.

In the decree there will also be a 'criminal shield' for administrators, limiting the punishment only to cases of gross negligence.

QUARANTINE FOR EASTER TRAVEL

: It is not the decree but an ordinance of the Minister of Health Roberto Speranza, agreed with the Prime Minister Mario Draghi, to establish instead that until April 6 "all those who have stayed or passed through in the 14 days prior to entry into Italy in one or more states and territories "of the EU, they are obliged to" undergo health surveillance and a period of 5 days of quarantine ", at the end of which it will be necessary to carry out a rapid or molecular swab.

SCHOOLS

: Another of the main novelties of the decree concerns schools.

There will be a return to the presence also in the red areas up to the sixth grade while in the orange ones the students up to the eighth grade and those of the high school will be in the classroom, but at 50%.

And the indication that prevents the Regions from enacting more restrictive measures and closing schools could also be envisaged.

Which is what Draghi said in the press conference on Friday: "The choices of the governors will have to be reconsidered in the light of the government's assertion that school in attendance is the primary objective of government policy".

STILL NO YELLOW ZONES

: The yellow zones will not return, after the experts of the Scientific Technical Committee underlined, in more than one report, that the measures envisaged for those zones have shown "an ability to contain the increase in incidence but not the ability to reduce it ".

Italy will therefore be all red or orange until the end of the month.

But a comparison is underway between the majority on this, with Palazzo Chigi who has made it known that a mechanism is being worked on that from a certain date of April, probably between 15 and 20, could lead to some slackening, provided that the epidemiological situation allows it.

In that case, the reopening of bars and restaurants for lunch and cinemas and theaters would be considered.

The provision will still be in force at least until April 30, when the state of emergency will also expire

STOP MOVING, YES TO SECOND HOUSES

: Certainly, from April 7th there will be no return to move between regions.

The ban will be extended and mobility will only be allowed for reasons of health, necessity and urgency.

You can also always reach your residence, domicile or home, which also includes second homes, including those in the red zone.

Provided they are owned or rented with a long lease signed before January 14th.

In some regions, however, the presidents have issued more restrictive ordinances that prohibit from reaching second homes even to residents in the region - this is the case of Campania - or only to non-residents, as did Tuscany, South Tyrol, Valle d'Aosta. , Sardinia and Liguria, which extended the ban to boats as well.

THE COMPETITIONS RESTART:

In the decree, finally, there will be a rule to unblock all competitions in the public administration, including that for magistrates, after the green light of the Technical Scientific Committee for the protocol developed by the Ministry of Public Administration.

Competitions can be held as long as they take place on a regional and provincial basis, thus avoiding the movement of candidates from one region to another, and, where possible, "in open spaces".
