From returning to school in presence everywhere up to sixth grade up to the ban on visiting friends in the regions in the red zone, with the exception of the Easter weekend.
And Italy divided only between orange and red for the entire month of April, even if we can hope for exceptions with a decisive decrease in infections and a net increase in vaccine administrations in those territories with yellow data.
Here are some of the most important measures envisaged by the new government decree law.
SCHOOL -
There will be a return to the presence also in the red areas up to the sixth grade while in the orange ones the students up to the eighth grade and those of the high school will be in the classroom, but at 50%.
The presidents of the Region, unlike what has been the case up to now, will not be able to issue more restrictive ordinances to close schools.
EASTER IN RED -
From 3 to 5 April (as already foreseen by the current decree) all of Italy will be in the red zone, as at Christmas.
You will not be able to circulate even within your own municipality but it is allowed, once a day, to move around the region in a maximum of two people plus children under 14 living together to visit relatives or friends.
It is also always possible to carry out physical activity, but only in the vicinity of one's home, and outdoor sports activities in individual form
NO YELLOW ZONE
- Until 30 April all of Italy will be in the orange or red zone.
The Technical Scientific Committee has repeatedly stressed that the measures envisaged for the yellow areas have shown "an ability to contain the increase in incidence but not the ability to reduce it".
However, the decree provides for a check in mid-April: if the epidemiological situation allows it, the possibility will be evaluated that the areas where the spread of the virus is more contained may return to yellow and, therefore, proceed with some reopening, in particular of bars and restaurants, cinemas and theaters.
POSSIBLE DEROGATIONS, BUT DEPENDS ON INFECTIONS AND VACCINES
- For those Regions in orange which however will have data from the yellow zone, possible derogations are provided based on the trend of data on infections and figures on vaccine administration, in particular to the frail elderly population.
Therefore a possible return to yellow only for those territories with low epidemiological data and high numbers of inoculations.
TRAVEL -
Movement between regions is prohibited, unless you have a second home.
Mobility is only allowed for reasons of work, health and necessity.
It will always be possible to return to one's residence, domicile or home.
IN THE RED ZONE STOP VISITS TO FRIENDS, BUT ON EASTER YES -
In the red zones it will not be allowed to visit relatives or friends once a day and for a maximum of two people (in addition to children under 14 living together) as it will be allowed on the weekend of Easter when all of Italy will be in red.
Visits, always once a day and always in no more than two people, will instead be allowed in the orange zone, within the municipality of residence.
COVERIFUOCO -
Confirmed the ban on leaving the house from 22 to 5. Also in this case, the ban does not apply in case of work, health or necessity.
BARS AND RESTAURANTS -
They remain closed.
Only take-away is possible, up to 6 pm, and home delivery, up to 10 pm and only for restaurants.
In case of restoration of the yellow areas, bars and restaurants will be able to reopen for lunch.
GYMS, POOLS, CINEMAS, THEATERS, MUSEUMS -
Still no openings until April 30th.
If the mid-month verification gives a positive result and therefore the yellow areas will return, the reopening of cinemas and theaters could be considered with the rules that were already provided for in the previous decree: reservations required, maximum 200 spectators indoors and 400 outdoors.
Possible reopening also for museums.
SECOND HOUSES -
It will always be possible to reach second homes, even in the red zone, as long as there are no ordinances of the regional presidents that impose more restrictive rules.
This is the case, for example, of Campania, Puglia and Liguria, which have placed a ban on Easter not only for non-residents but also for residents.
Access to second homes for non-residents is prohibited in Valle d'Aosta, South Tyrol, Trentino, Tuscany, Sardinia.
In Sicily you can only enter with a negative swab made 48 hours before arrival.
VACCINATION OBLIGATION FOR HEALTHCARE AND PHARMACISTS -
Anyone who works in a health facility, doctors, nurses, social and health workers, pharmacists, employees, including administrative employees of Rsa and private practices, must be vaccinated.
For those who refuse, their salary will be suspended for a time appropriate to the progress of the pandemic.
When mass immunization is achieved or there is a significant decline in the spread of the virus, the sanction would be lifted.
The suspension will last until 31 December 2021 at the latest. There is also a 'penal shield' for administrators who follow the rules, limiting the punishment only to cases of gross negligence.
STRAIGHT ON TRAVELS -
The ordinance of the Minister of Health Roberto Speranza valid until 6 April provides that all those who have stayed or passed through in the 14 days prior to entering Italy in one or more EU states and territories are obliged to undergo health surveillance and a 5-day quarantine period.
GOAL FOR
PUBLIC COMPETITIONS -
The law that unlocks all competitions in the Public Administration after the green light of the Cts to the protocol of the Ministry of Public Administration has been included in the decree.
The tests will be carried out on a regional and provincial basis and, where possible, in open spaces.
From 3 May it is possible to carry out the selection procedures in the presence of competitions announced by public administrations.
