Kanaan indicated that the most important powers delegated to the governors are related to “appointing and contracting for the first category with persons with disabilities, transferring, deputizing and loaning workers, adjusting their employment status, granting bonuses and study leave, and disciplinary return of those discharged from the profession to work.” While directors of education have been delegated to 54 items aimed at all. In another context, and with the aim of facilitating the services provided by the ministry to citizens, the ministry has worked to form a committee to follow up the implementation of the citizen service center project, which will contribute to providing multiple services completely without the need to review any other party, as according to the study decided for its completion, it will be possible through the center to obtain a “certified copy of Documents and certificates inside and outside the country, a statement of employment or service status for the ministry’s employees, attestation of teacher preparation certificates, success documents in informatics courses, and a certified copy of the preparatory and secondary certificates since 1991 inside and outside the country.

On the same topic, Kanaan clarified that the architectural, civil, electrical and mechanical study has been completed, and all plans for the center have been announced, and the tender has been announced to start the implementation, referring to other services provided through the Electronic Services Center.
