Cocktail of non-financial measures resulting from the "

Ségur

" concluded in July 2020, and other provisions relating to professions and hospitals, the bill has undergone a legislative process marked by numerous alterations and scissors.

Jean-Pierre Door (LR) denounced a text "

with disparate articles and content devoid of a guideline

", which leaves "

a taste of unfinished business

".

Gisèle Biémouret (PS) lamented that this law does not "

meet the material and human needs

" of the hospital.

"

There is still a lack of beds, there is still a lack of personnel

", echoed the Communist Pierre Dharréville.

In detail, however, certain measures were the subject of cross-party approval, against the backdrop of unanimous tribute to the commitment of health professionals to the health crisis.

In particular, the Assembly approved a change in the profession of midwife, giving them the possibility of prescribing work stoppages of more than 15 days.

Their right to prescribe medication has been extended, and they will be able to refer a patient to a specialist doctor.

Physiotherapists and other para-medical professions also see their prerogatives extended.

Control remuneration deemed excessive

Other provisions target the excess salaries of medical interim in hospitals, denounced as "

ruinous for the finances

" of hospitals, according to rapporteur Stéphanie Rist (LREM).

Provisions thus make it possible to control the remuneration deemed excessive for certain practitioners with highly sought-after qualifications for temporary assignments.

" between doctors on the one hand, nurses and certain paramedical professions on the other.

Faced with an outcry in the medical community, all that remains is a request for a report from the government.
