The angler sitting in the boat was killed in the collision of a ferry with a rubber dinghy in Mecklenburg-Western Pomerania.
The man had gone overboard near Stahlbrode before Rügen, his right arm was cut off in the accident, said the state water police.
The crew of a rescue helicopter took care of the injured.
The man, around the age of 70, died on site.
Angler is said to have been in the fairway
The ferry was on a transfer trip from the Peene shipyard in Wolgast to Stahlbrode.
Shortly before the ferry port there - between the Strelasund and the Greifswalder Bodden - it collided with the rubber dinghy for reasons that are still unexplained.
According to the Stralsund Waterways and Shipping Authority, the angler was in the fairway.
He was rescued by the crew of a work ship.
The Stralsund water police inspectorate has taken over the investigation.
