Covid-19 in France: end of the certificate on May 3, "a first stage of reopening" in mid-May

There will no longer be a need for a certificate and there will no longer be a ban on travel beyond 10 kilometers after May 3, 2021. The government spokesman, Gabriel Attal, confirmed this this Wednesday at the end of the Council of Ministers.

This date will therefore mark the end of this third confinement, decided at the end of March by Emmanuel Macron, but not completely the end of the restrictions.

"What was announced by the President of the Republic is the working basis," recalled the government spokesperson.

And to specify what had been said during Emmanuel Macron's speech at the end of March: “First, the return to school for kindergartens, primary schools and the reopening of nurseries (April 26);

then, on May 3, the return of middle school and high school students […] to middle school and high school.

That same May 3, the lifting of travel restrictions that had been announced for four weeks.

The reopening of "certain terraces and places of culture"

The government spokesman confirms, again, "a first stage of reopening places which had been closed with shops and certain terraces and places of culture" in "mid-May", possibly on May 17.

Gabriel Attal, however, did not talk about the modalities of reopening these places and their nature: are we heading towards a territorialized approach, as Olivier Véran had mentioned on Monday evening in an interview with Le Télégramme?

"At this stage the epidemic is receding half as quickly as in November", and "hospital pressure remains extremely strong", underlined Gabriel Attal, pointing to significant territorial disparities.

Across the country, "it appears that we could be at the peak, or close to it," he also said.

For the first time since the end of March, the government is organizing a new press conference on Thursday afternoon dedicated to the Covid-19 crisis. Several questions about deconfinement could then have answers. But which ones? A source close to the executive told AFP that the head of state should himself announce these reopening modalities by the first week of May.
