Recovery: Draghi, impact on GDP 3.6% in 2026

A 318-page plan with an indication of the objectives, missions, cross-cutting priorities and reforms that will accompany it: it is the draft of the Italian Recovery Plan that ANSA is able to anticipate and which should arrive today for a first examination on the table of the Cdm. The Plan "includes an ambitious reform project" with "four important contextual reforms - public administration, justice, simplification of legislation and promotion of competition". Then there is the "modernization of the labor market; the strengthening of competition in the market for products and services" and the tax reform, also from an environmental point of view.



The impact on GDP of the National Recovery and Resilience Plan linked to Recovery will be in 2026 "at least 3.6 per cent higher than the trend trend". This can be read in the introduction signed by Mario Draghi to the draft of the Pnrr, in which it is specified that the effect on employment will be almost 3 percentage points.



"The NRRR is part of a broader and more ambitious strategy for the modernization of the country. The government intends to update and refine the national strategies in terms of sustainable development and mobility; environment and climate; hydrogen; automotive; health supply chain. Italy must combine imagination and creativity with planning skills and concreteness. The government wants to win this challenge and hand over to the next generations a more modern country, within a stronger and more supportive Europe ". Mario Draghi writes it in the introduction to the PNRR, in the draft entering the CDM on which Il Foglio has made an extensive report today.



Increase the offer for early childhood by 228 thousand, of which "152,000 for children aged 0-3 and about 76,000 for the age group 3-6". And then the "construction or renovation of canteen spaces for a total of about 1,000" schools to push full-time. These are some of the investments contained in the education mission for the "increase in the supply of services" component, which has a total of 19.88 billion available. The items also include the construction or structural adaptation of "about 900 buildings to be used as gyms or sports facilities" also to combat early school leaving.



"Political supervision of the plan is entrusted to a committee set up at the Prime Minister's Office in which the competent ministers participate". Mario Draghi writes it in the premise of the draft of the NRP, illustrating governance. There is "a central coordination structure at the Ministry of Economy" which "supervises the implementation of the plan and is responsible for sending payment requests to the EU Commission". It is supported by an evaluation and a control structure. Administrations are responsible for individual investments and reforms. The government will set up local task forces to help administrations.
