Berlin: Those affected by the "Kentler scandal" receive compensation

In the 1960s, West Berlin authorities placed foster children in the care of pedosexual men. The capital now wants to compensate two victims.


The state of Berlin has agreed on financial compensation with two victims of the "Kentler scandal".

She was "relieved that it was possible to reach an agreement by mutual agreement despite the complex legal situation," said the Senator for Education, Youth and Family, Sandra Scheeres (SPD).

In 2013, articles in SPIEGEL and the »taz« announced that the West Berlin Senate Administration approved a project at the end of the 1960s in which children from the care of the youth welfare office were placed with pedosexual men.

The psychologist and sexologist Helmut Kentler, who died in 2008, was responsible for the project.

He was the man who provided the theoretical basis for the project - and who put it into practice.

Kentler chose foster fathers and looked after them.

The two people who are now being compensated had to "endure massive sexual violence" according to the information.

The state of Berlin is now assuming "a moral responsibility that is independent of the statute of limitations under criminal law," said Senator Scheeres.

The parties agreed not to disclose the content of the agreement.

Only this much: it provides for "substantial financial benefits in recognition of the suffering suffered".

A study by the University of Hildesheim last year came to the conclusion that those affected had experienced “massive border violations” and “sexual violence”.

It was about "child welfare endangerment in public responsibility", judged the report.

Accordingly, in the 1960s and 70s in particular, there was a "network across the academic educational institutions" in Berlin, the Senate Administration and in individual Berlin district offices, in which "pedophile positions were accepted, supported and defended".

The processing process has not yet been completed.

Senator Scheeres said her house would commission further research.

The focus should be on “pedophile network structures” that went beyond Berlin and “who accepted and supported pedophile positions”.
