Corona emergency brake: Incidence values ​​are falling

Everything revolves around the number 100. Many people in Germany are waiting for the seven-day incidence in their circle to fall below that value for five days.

Because then the federal emergency brake with its exit and contact restrictions will be relaxed.

The number of infected people is falling and approaching the hundred mark in several federal states, and every fourth district in Germany is now below this value.

Some state governments are planning general openings, and vaccinated people will soon get relief.

Who wants to relax the corona rules, when and how?

Schleswig-Holstein

The northernmost state has the lowest incidence.

For Schleswig-Holstein, the Robert Koch Institute reported a seven-day incidence of 57 on Tuesday, no district is above the threshold of 100. The emergency brake only applies in the districts of Pinneberg and Stormarn.

In most districts there are no longer any nocturnal exit restrictions, outdoor restaurants and retailers are allowed to open under certain conditions.

Due to these developments, Schleswig-Holstein's Prime Minister Daniel Günther (CDU) recently called for a quick regulation for hotel openings.

Accommodation providers are not drivers of the corona pandemic, Günther told the "Tagesspiegel".

It is conceivable, for example, that vaccinated parents could vacation in hotels on the North Sea with their children who tested negative.

Hamburg

On Monday the incidence value was below 100, but now it is above it again. Therefore, easing in Hamburg is possible in the coming week at the earliest. Because the state government bases its calculation of the incidence on its own figures, which are higher, and not on those of the Robert Koch Institute. According to its figures, the incidence in the Hanseatic city is currently 90.

On Tuesday, the Senate discussed how to proceed in the event of a falling incidence. It is likely that the nocturnal exit restrictions will be lifted first. Mayor Peter Tschentscher (SPD) had already made it clear on Monday on NDR Info that he did not want to open everything overnight. Tschentscher said that one would certainly not lift all measures at the same time. Because that is »the mistake that was made in many countries and in Germany as a whole«.

After the exit restrictions came to an end, he reiterated the prospect of outdoor sports, especially for children.

“But the Senate will decide that as soon as we get into this situation.

Bavaria

While Peter Tschentscher expressed himself defensively, the Bavarian Prime Minister Markus Söder pushed ahead with easing plans despite a higher incidence number (140) in his state on Tuesday.

In Bavarian counties and urban districts with a stable seven-day incidence below 100, outdoor restaurants, theaters, concert and opera houses and cinemas are allowed to open under hygienic conditions from next Monday.

That was decided by the Bavarian cabinet.

At the beginning of the Whitsun holidays on May 21, tourism should also be possible again in regions with low corona numbers.

If the seven-day incidence is stable below 100, hotels, holiday apartments and campsites should be allowed to reopen.

Söder said that Bavaria is not just a tourist destination.

It is also psychologically important to have a perspective.

Primary schools in Bavaria are now allowed to reopen for all grade levels in alternating lessons - with a regional seven-day incidence up to 165. In secondary schools, however, the limit value 100 still applies.

On Monday, just under a third of the districts and independent cities in Bavaria were above the value 165. However, the prerequisite for returning from distance learning to alternating instruction is that the value is stable below for five consecutive days.

Lower Saxony

In Lower Saxony, the value for the emergency brake was minimally undercut with a current seven-day incidence of 99.

The government wants to loosen up soon with the help of a step-by-step plan.

This should take effect in cities and districts with a seven-day incidence below 100 from the coming weekend, said Prime Minister Stephan Weil (SPD).

There should be more opportunities and freedom for people with a daily negative corona test and for people who have already been fully vaccinated.

The entire retail trade should be allowed to reopen for these groups.

There should also be initial openings in the field of tourism and gastronomy, said Economics Minister Bernd Althusmann (CDU).

This should be linked to contact tracking, access restrictions and a hygiene concept.

According to this plan, tourist trips will initially only be possible for residents of Lower Saxony for an estimated three weeks.

Tourist overnight stays are again allowed in hotels, holiday apartments and campsites at Whitsun.

The catering should initially be able to open outside and two weeks later also inside, there then with an occupancy limit of 60 percent and a curfew at 11 p.m.

Outdoor cultural events should also be possible again.

Brandenburg

The government coalition of the SPD, CDU and the Greens is considering opening outdoor restaurants in Brandenburg at Pentecost.

The SPD announced this on behalf of the coalition committee: "The infection situation is stabilizing further," it said.

According to the RKI, the seven-day incidence is currently 104. "Provided that this trend continues in the next two weeks, there is a good chance of opening the outdoor catering at Whitsun." Also openings in the areas of sport and culture and tourism are conceivable.

“The principle is to open the outside to the inside and implement test concepts.” Culture Minister Manja Schüle (SPD) also suggested that open-air events could “start again relatively quickly”.

Saxony

In addition to making it easier for people who have been vaccinated, Saxony is planning to open up outdoor catering and relax the tourism industry if the seven-day incidence in a region is below 100 for five days.

Health Minister Petra Köpping (SPD) said on Tuesday after a cabinet meeting.

Holidays can then be returned to campsites and holiday flats, and from an incidence below 50 also in pensions and hotels.

If the number of infections is higher, the emergency brake continues to apply.

The city of Leipzig currently has the lowest incidence in Saxony with 114.8 new infections per 100,000 inhabitants in seven days.

The RKI gives the seven-day incidence for the federal state with a value of 204, which is the second highest in Germany.

Thuringia

Thuringia is the federal state with the currently highest seven-day incidence, where the value is 217 according to the RKI. But according to media reports, those responsible are already planning what easing apart from the emergency brake could look like.

The "Bild" and the German Press Agency report, with reference to a draft of a new corona ordinance, that outdoor restaurants could reopen if the incidence value is below 100.

In Thuringia, however, no district is currently below a seven-day incidence of 100.

Saarland

The federal emergency brake has restricted the so-called Saarland model, which was supposed to enable extensive openings with a test system.

However, Prime Minister Tobias Hans (CDU) announced at the end of April that his state would stick to the model.

Where the seven-day incidence on five days is below the value of 100, the Saarland model applies, according to the website.

Baden-Wuerttemberg

In view of a slightly falling seven-day incidence (according to the RKI currently at 173) in Baden-Württemberg, the state government is giving hope to open beer gardens or hotel areas. Saxony-Anhalt

Saxony-Anhalt's Prime Minister Reiner Haseloff (CDU) has also announced easing for those circles in which the seven-day incidence falls below 100.

According to the MDR, the state government is planning a new containment ordinance from Monday, according to which many easing in the open air, in gastronomy, in tourism and in culture will be possible again.

There should be new model tests for indoor events.

"Outside a lot is possible and testing is becoming a civic duty," MDR quotes Haseloff.

Mecklenburg-Western Pomerania

Foreigners are allowed to re-enter: Fully vaccinated day trippers and second home owners from other federal states are allowed to travel to Mecklenburg-Western Pomerania from Wednesday. Tourist overnight stays in hotels, guest houses, holiday apartments or campsites are still prohibited, as Health Minister Harry Glawe (CDU) said after a meeting of the Schwerin cabinet.

The governments of several countries have not yet presented any current plans as to whether and how they want to relax if the federal emergency brake no longer applies.

These include Berlin, North Rhine-Westphalia, Hesse, Rhineland-Palatinate and Bremen.

There the values ​​of the seven-day incidence are between 111 (Berlin) and 154 (North Rhine-Westphalia).

It could take some time before the incidence value there is permanently below 100.

However, some of the federal states have already decided to make it easier for people who have been vaccinated, and the federal government will soon also apply the easements there.
