End of ENA: the future school will keep the same employees and the same premises

What will the Public Service Institute (ISP) look like, due to be created in January?

After the announcement by Emmanuel Macron of the abolition of the ENA, the question was in everyone's mind this Wednesday, on the occasion of the board of directors of the prestigious National School of Administration.

The body, which brings together around thirty people, met for the first time since April.

The contours of the ISP, which will see the light of day in January 2022, are still unclear.

“We are in the process of refining the project and setting up a prefiguration team which will be in place this summer.

It will look at the various axes of the reform, namely the content of initial training, continuing training, but also that of the core curriculum for thirteen other public service schools, as well as the international dimension of the future institution ” , we inform the Ministry of Public Service and Transformation.

One thing is certain: the new school, which will provide the same training base for all student administrators of the State, whether they are prefects, ambassadors, rectors or directors of administrations, will keep its premises in Paris (VIe) located on avenue de l 'Observatory and in Strasbourg (Bas-Rhin), in the former Sainte-Marguerite prison in the picturesque “Petite France” district.

“Wouldn't it be better to keep the ENA brand?”

Administrative staff will also remain the same. "The current employees of the ENA will remain employees of the ISP," says one in the entourage of Amélie de Montchalin. PSI teachers could in the future be assigned directly to the school, whereas currently, it is external contributors who work. The entrance exams also remain unchanged and will not be changed until 2023. Clearly, students currently preparing for the ENA exam will not have to start their revisions again. If they are accepted in the written tests of the ENA next August, they will integrate the ISP in January 2022. Ditto for the students who intend to take the competition in one year, during the summer of 2022.

But the Public Service Institute has not yet seen the light of day it is already causing strong criticism and concerns, relayed by various people present during the board of directors on Wednesday. Many are those who fear, in particular, the loss of prestige of the establishment at the international level and who deplore the lack of preparation for the reform.

Among them, the president of the association of former students of the ENA (AAEENA), Daniel Keller. “What will happen to the attractiveness of the formation of this future Institute, its influence and its influence, when we know that the ENA has taken fifty years to build its own? Wouldn't it be wiser to keep the ENA mark? ", He questioned the cantonade, also criticizing a reform" in trompe-l'oeil, which will not strengthen the position of the senior civil service in the European concert ". An ordinance must be adopted by the Council of Ministers on May 26 to endorse the abolition of the ENA and the birth of the ISP.
