“Big bang”
of unemployment insurance on the grounds that we
“arrived at the end of a hybrid system which accumulates debt and no longer works”

A financially balanced system
The proposed system would operate in three stages, with a
"solidarity scheme managed and financed by the State, an insurance scheme managed and financed by the social partners, and a public employment service managed and financed by the State"
, detailed Geoffroy Roux de Bézieux, who proposes to
“return to a system where everyone has their responsibility”
.
And thus to break with a model where the State is omnipotent and decides everything.
