Prime Minister Mario Draghi, in the light of the comforting data on infections and vaccinations and the more optimistic opinions of the CTS experts, is preparing for the decisive control room for a new relaxation of restrictions.

But the eve of the government summit is still marked by the tensions that, more generally, run through the majority, primarily the League and the Democratic Party.

The Nazarene still replies in the morning to Salvini's tear on the reforms: "If Salvini does not want the EU funds, the ministers called to manage them resign", attacks the deputy secretary Giuseppe Provenzano.

The DEM scheme is quite clear: the reform agenda to which the government is called is dictated by the principle underlying the Recovery Fund: resources in exchange for a rigid schedule to be respected. Otherwise, the flow of European funds can stop. The pattern is also clear to the head of the government. Who has no intention of slowing down on the reforms envisaged by the Recovery. Still, tensions in the majority create some snags. The first two post-Recovery decrees, the one on simplifications and the one on governance, will be launched by the government during the last week of May and not the next, as the most optimistic, among those who manage the PNRR dossier, hoped.

On the other hand, the support-bis decree, which could see the light in a Council of Ministers between Wednesday and Thursday, will not suffer further delays. Before completing it, in fact, Draghi wants to understand what and how much it can reopen in Italy. And on this basis, the numbers of refreshment points could significantly change. The hope, in the government, is that next week will be the last support decree. The objective, in fact, is to proceed with a progressive reopening between now and the end of June.

But already in today's control room Draghi will once again find himself between two fires

: on the one hand the League of "reopening everything" and on the other the owner of Health Roberto Speranza, custodian of the line of prudence. The pressure of the center-right is high, the goal - on which the M5S could also agree -

is to move the curfew to 24 as early as May 24

. And, before the control room, Salvini called a videoconference with the members of the Lega government to organize the moves to be put on the control room table.


    But the tensions over the anti-Covid measures could pale in the face of those that, in the next few days, risk emerging on the governance of the Recovery and on the macro-reforms of the NRP, starting with that of justice.

"Salvini is cornered, even Fi isolates him", attacks Anna Rossomando of the Democratic Party. "Letta is calm, Draghi will make the reforms, even with the League", replies the Italian team leader Roberto Occhiutto.

The goal, for the premier, is to collect the justice and tax reforms before the election of the President of the Republic, a real watershed of the government. And it is a goal in which Draghi can count on the support of the EU and beyond. "I was favorably impressed by Draghi and his ministers, they have very clear ideas about the future"; stresses US special envoy for climate John Kerry at the end of his Roman mission. In Parliament, however, a battle over justice is expected, especially over the reform of the criminal process. So much so that the M5S pushes to give precedence to that of civil justice and the CSM.

Tensions are also likely to be fueled by the game of 500 appointments that Draghi is approaching.

But the impression is that the premier will manage the dossier first of all with the ministers closest to him, starting with the owner of the Treasury Daniele Franco.
