In a little over two weeks, a new system will be set up in France, garnering its share of hopes in the face of the coronavirus epidemic, but also fears and doubts, as to the security of everyone's personal data.

The sanitary pass aims to allow a new stage of deconfinement, and access to large-scale events, after the reopening on May 19, of terraces and shops.

How does it work ?

This is a QR code to be presented in the event of an inspection.

It can be present in paper version, on a vaccination certificate, or on a PCR or antigen test.

This code will also be present in the Tous Anti Covid application, downloaded to date by 16.5 million French people, if the user has correctly scanned the QR code on their certificate, in order to add it in the space " notebook ”of the application.

The latter will "store the various certificates of a person, but also those of his children or people for whom he is responsible", details the government, on its site dedicated to the device.

To be authorized to access a large-scale event, it will be necessary to present one of these three proofs of non-contamination, in the form of the famous QR code: either a PCR or antigen test dating back less than 48 hours, or a vaccination certificate, or proof that you were positive for a test between 2 weeks and 6 months ago, "since that is what certifies that you have been sick and therefore that you are immune", specifies Cédric O. If one of these three scenarios is respected, then the person presenting his QR code will see a green signal light up, allowing him to access the border or the desired event.

If so, the signal will be red and access will not be possible.

For which scenarios will it be implemented?

This health pass will be implemented in France for two scenarios: access to major events, that is to say bringing together more than 1000 people (concerts, festivals, fairs, etc.), which do not allow for respect for social distancing and therefore barrier gestures and, secondly, intra-European travel.

The precise list of the events concerned will be published "in the days to come, tomorrow or the day after tomorrow," said Secretary of State for Digital Cédric O this Sunday morning on France Info.

Thus, certain exceptions should be possible.

Access to an amusement park, for example, will not be subject to a health pass, if you stay outside.

But if the structure has a room where more than 1,000 people can be accommodated, it may be requested when entering.

When will he be ready?

For these large gatherings, the pass can be used from June 9, the government has pledged, recalling that this is the "date of reopening of the various establishments open to the public".

Either theaters, stadiums, festivals, cruise ships or festivals in particular.

Who can carry out the control?

Only authorized people will be able to control the holders of the health pass, the government has pledged.

All French people over the age of 11 can be in possession of a health pass, once they have carried out a negative test, have been vaccinated or already infected more than two weeks ago.

For children, it can be presented via the TousAntiCovid application of their parents.

Only people vaccinated from May 11 have a QR code on their vaccination certificate.

However, do not panic for French people vaccinated before this date or who have lost their vaccination certificate, they "can go to the Health Insurance website or call their health insurance fund, to be able to download their vaccination certificate", detailed the Secretary of State for digital.

What are the fears related to the device?

Friday, Claire Hédon, the defender of rights expressed her concern about this device on several points. Does it apply to all children, did she ask herself in particular? She also asked the executive for more details concerning its period of validity "in the event of recognized immunity after infection with Covid-19". Another point of concern: the "text does not specify the obligations to professionals and volunteers working in places and establishments open to the public, which can raise risks of discrimination," said the defender of rights.
