Presented to the House on April 21, it has not yet started its process in Parliament where it will be necessary to broaden the consensus to aim for the green light.

The text of the law is a few lines and starts from the assumption that Bella Ciao is "a popular expression" that represents the "founding values" of the Republic. Which is why it has a place of honor: on the occasion of the Liberation Day from Nazi-Fascism it must be sung immediately after the national anthem. To better justify the reasons for such a request, the deputies in the introduction to the text retrace the history of the song trying to build a politically neutral identity card: "We can say with certainty - they write - that 'Bella ciao' is not an expression of a single political party, but which, on the contrary, all democratic political forces can equally recognize themselves in the universal ideals that inspire the song ".

And to corroborate the thesis, they recall various episodes: the genesis and dissemination of the text "occurred in several phases" and "the definitive form that we all know appears several years after the end of the Second World War". While the melody "can be traced back to well before the twentieth century, and is lost in the songs of the Slavic folk tradition". But that's not enough. On the notes of Bella Ciao also closed the DC congress in 1976 which elected Benigno Zaccagnini as secretary. As proof, Pd, Iv and LeU observe, that it is a song that defends "the values ​​of democracy against all forms of abuse". Still tuned around the world today, the resistance song could now take on the rank of a hymn, at least on April 25, if it finds a majority in favor in Parliament.
